DESCRIPTION OF SERVICESTexas Health and Human Services Commission requires the services of 1 Business Analyst Specialist, hereafter referred to as Candidate(s), who meets the general qualifications of Business Analyst Specialist, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission. All work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s). The Specialist position is considered an expert position that has a comprehensive and authoritative knowledge of or unique skillset in a particular area. The Business Analyst reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs. Brief Job Description: Under the direction of the WIC Technology Administration Director, the Lead WIC Business Analyst (BA) provides day-to-day direction to assigned staff and works closely with both technical and non-technical staff to plan, assess and document requirements. The Lead BA is responsible for creating and implementing a project plan that includes business and gap analysis work that supports the WIC MIS system and results in system requirement documentation. Responsibilities include tracking and reporting on project milestones; identifying, managing, and escalating project risks and issues; and leading team members, as well as technical and non-technical subject matter experts to deliver project objectives. The Lead BA guides the team in reviewing the WIC MIS system; analyzing complex technical and business processes, prioritizing needs; and coordinates the gathering, development, and documentation of requirements. This position works under limited supervision with considerable latitude for initiative and independent judgment. Essential Job Functions: Develops, manages, and implements the WIC MIS requirements documentation project plan. Coordinates all project activities, including reviewing the current MIS, translating current MIS functionality into usable system requirements, gathering and documenting business needs and system requirements, and performing a gap analysis of existing system documentation against federal, state and program requirements. Utilizes project management methodologies to develop a plan for the creation and documentation of business requirements for the existing WIC MOSAIC system, ensuring accuracy and effective communication with leadership and relevant stakeholders. (40%) Provides support, direction and guidance to team members in analyzing current systems and supporting documentation to develop business requirements and conducting a gap analysis of existing system functionality documentation against current documentation and program requirements. (25%) Develops expertise and assist team members in developing expertise in the assigned application, obtain stakeholder sign-off on requirements and priorities, (20%) Collaborates daily with team members to monitor progress, proactively identify issues, and report status. (10%) Other duties as assigned (5%) II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements: Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 10 Required 10 years Business analysis experience, including requirements elicitation and documentation 10 Required Knowledge of Project Management Framework 10 Required Knowledge of large-scale IT operations and information technology industry trends. 10 Required Skill in defining all types of requirements, functional specifications, and other deliverables. 10 Required Skill in interpersonal relationships, ability to negotiate among multiple parties, resolve conflicts, and maintain effective working relationships with various levels of personnel 10 Required Ability to create clear, complete, and actionable requirements documentation. 10 Required Ability to ensure accuracy in documenting system functionality and regulatory requirements. 8 Preferred Skill in interpersonal relationships, negotiate among multiple parties, resolve conflicts, and maintain effective working relationships with various levels of personnel 5 Preferred Minimum 5 years of experience working with government regulations or compliance frameworks. 5 Preferred Minimum 5 years of experience in project management 5 Preferred Minimum 5 years of experience leading a team or workgroup 5 Preferred Skill in policy interpretation and translating regulations into system requirements. 5 Preferred Skill in requirements elicitation techniques such as reviewing current MIS functionality and translating into requirements 4 Preferred Graduation from a four-year college or university with major coursework in business, communications, computer science, computer information systems, management information systems, or a related field. 2 Preferred Experience with gathering management information system requirements at a large organization 2 Preferred Experience creating solicitation or contract requirements 1 Preferred Preferred PMI-PBA or IIBA CBAP III. TERMS OF SERVICE Services are expected to start 02/02/2026 and are expected to complete by 07/17/2026. Total estimated hours per Candidate shall not exceed 1000 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing. IV. WORK HOURS AND LOCATION Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. The primary work location(s) will be at 701 W 51st St, Austin, Texas 78751. The working position is Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts. The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission. V. OTHER SPECIAL REQUIREMENTS TERM OF SERVICEServices are expected to start on or around February 2, 2026, and are expected to be completed by July 17, 2026. Total estimated hours per candidate shall not exceed 1,000 hours for FY26. Initial Purchase Order Term: Any Purchase Order resulting from this Request for Resumes is effective on the date of issuance and expires on the last day of the State fiscal year in which the Purchase Order was issued, unless sooner stated in the Purchase Order or unless sooner terminated, renewed, or extended as provided in the Purchase Order. Renewal Option(s): HHSC, at its sole discretion, may renew the Purchase Order for up to three, one-year optional renewals. Such renewal(s), if exercised, shall be subject to all the requirements and terms and conditions of the Purchase Order. WORK HOURS AND LOCATION A) Services shall be provided during normal business hours unless otherwise coordinated through the Agency.
