Regulatory Hydrologist IV, Regulatory Hydrologist PG/PE or Senior Regulatory Hydrologist PG/PE Bureau of Water Use Regulation Job Summary: Professional work overseeing and coordinating the design and/or evaluation of complex regulatory hydrologic studies, project, or program; and certifying hydrologic work as required by Florida Statutes. Job duties: Reviews and processes moderate to highly complex consumptive use permit applications, including: Conducts pre-application meetings; Reviews Consumptive Use Permit applications for completeness in meeting permitting criteria; Assists applicants in all phases of the application process; Coordinates permit application review with other staff (groundwater modelers, environmental reviewers, agricultural assistance team, water supply staff, etc.); Reviews calculations, data, legal documents and hydrologic modeling to determine if projects meet District permitting criteria; Prepares technical staff reports, RAI's and letters; Enters permit related data into the District's E-Reg and ePermit systems; Documents project actions, activities, and pertinent information in e-Reg; Serves as expert witness as needed. Conducts water use permit compliance and enforcement actions on more advanced or complex permit conditions. Provides oversight to consumptive use permitting staff on complicated compliance issues; Conducts periodic site inspections; Evaluates compliance submittals; Reviews and evaluates monitoring reports, aquifer performance tests, and well construction and testing plans; Responds to complaints and public information requests pertaining to rule violations; Facilitates resolutions to non-compliance issues; Performs permit determinations; Writes technical reports and enforcement actions; Reviews legal documents and coordinates with legal staff; Coordinates with other compliance team members and supervisors, as necessary; Documents compliance actions, activities, and pertinent information in E-Reg; Communicates regularly with supervisor and service center lead hydrologist on compliance matters of heightened concern. Provides bureau-wide support internally and externally. Duties may include but are not limited to: Performing data queries; Participating in rule development; Participating in cost-share application review; Coordinating with other District programs; Providing technical guidance, training and support for junior staff; Attending meetings as District representative; Participating in special projects, such as software and process enhancement; Participating in studies and investigations; Writing reports and documentation; Working directly with the public to provide assistance to on water use regulatory-related matters; Attending and/or present at professional training sessions, seminars or workshops. Performs other related duties as assigned. Minimum Qualifications: Regulatory Hydrologist IV - requires a bachelor's degree from an accredited college or university in geology, hydrology, hydrogeology or related field and five years of experience in hydrology or hydrogeology; or registration with the State of Florida as a professional geologist or professional engineer. Regulatory Hydrologist PG/PE - requires a bachelor's degree from an accredited college or university in geology, hydrology or a related field, and registration with the State of Florida as a Professional Geologist or Professional Engineer Senior Regulatory Hydrologist PG/PE - requires a bachelor's degree from an accredited college or university in geology, hydrology or a related field; registration with the State of Florida as a Professional Geologist or Professional Engineer; and one-year subsequent experience in work directly related to the field in which the position is assigned. A master's degree from an accredited college or university in geology, hydrology or a related field can substitute for the required experience. General office environment with field visits to project sites and travel to public and District meetings; Field work may be performed in variable weather conditions; Physical Requirements/Working Environment: Mostly office environment sitting at a desk operating a personal computer to produce work products with some field visits as required. Periodic field visits: Applicant must have ability to endure outdoor environments in uncomfortable temperatures, inclement weather, and remote locations. Licenses: Valid State of Florida Driver's License. Additional Details: Starting Salary Range: Regulatory Hydrologist IV - $67,496.00 - $87,734.40 Regulatory Hydrologist PG/PE - $67,496.00 - $87,734.40 Senior Regulatory Hydrologist PG/PE - $72,238.40 - $93,891.20 Starting salary is based on qualifications and experience.
