ABOUT THIS POSITION The Aviation Department manages and operates the Phoenix Airport System, which consists of Phoenix Sky Harbor International Airport, Deer Valley Airport, and Goodyear Airport. Phoenix Sky Harbor International Airport has consistently been ranked as one of the top ten busiest airports in the nation, serving more than 140,000 passengers daily, and over 1,300 arriving and departing flights each day; the airport has a total economic impact of more than $44.3 billion annually. The Terminal Services section of the Aviation Department manages a variety of privately contracted service providers with a combined value of over $30 million a year and is seeking one highly motivated Facility Contract Compliance Specialists with strong communication and problem-solving skills for a high-traffic airport environment who will be responsible for ensuring service providers meet the terms, conditions, and performance expectations as outlined in their contracts. Some contracted services include but are not limited to, janitorial, custodial, pest management, odor control, window cleaning, high dusting, regulated trash, carpet and floor maintenance, and other various facilities services such as fire protection services. The Facilities Contract Compliance Specialists primarily work under the supervision of the Aviation Supervisor I but must also be capable of working independently as needed. Key responsibilities for this position include: Contract Compliance & Oversight Monitor service contractors to ensure compliance with contract terms, performance standards, and regulatory requirements. Interpret contract contents to contractors when required. Conduct regular site inspections and audits of airport facilities, including terminals, restrooms, lounges, baggage claim, public areas, and buildings to ensure they are clean, safe and well-maintained. Evaluate vendor adherence to KPIs, including cleanliness, response times, staffing levels and quality control measures. Observe and document non-compliance issues and coordinate corrective actions with contractors. Performance Monitoring & Reporting Develop and maintain inspection checklists, compliance reports, and contractor performance dashboards. Track and analyze key performance data to identify trends and recommend improvements. Prepare reports and presentations for senior management on contract compliance, vendor performance, and operational issues. Vendor Coordination & Issue Resolution Serve as quality control liaison between internal and external stakeholders and the contractor. Address complaints, service deficiencies, and operational concerns in a timely manner. Ensure that vendors adhere to OSHA regulations, airport security Rules & Regulations, and environmental health & safety policies. Process Improvement & Best Practices Recommend enhancements to custodial service standards and operational efficiency. Assist in developing policies and procedures for contract compliance and vendor accountability. Safety Respond and assist where needed in all airport emergencies. Currently, there is one vacancy during the 3rd shift within the Aviation Department. Available shift is a 4/10 schedule: Wed, Thurs, Fri, Sat. 9:00 PM - 7:30 AM. IDEAL CANDIDATE Ability to maintain punctual and reliable attendance Ability to read and analyze moderately complex contracts. Knowledge of airport security regulations related to custodial operations. Knowledge of fire extinguisher inspection procedures, including checking pressure gauges, seals, and expiration dates Detail-oriented with strong auditing and reporting skills. Problem-solver with the ability to identify issues and implement solutions. Customer conflict resolution skills to address contract disputes and vendor challenges. Advanced proficiency in Microsoft Office Suite (Excel, Word, Outlook) and compliance tracking software. Strong reading, writing and verbal skills; effectively communicate messages and information in a professional manner. Excellent communicator who can effectively coordinate with contractors, airport personnel, and senior leadership. SALARY Pay Range: $23.18 to $41.63 per hour. Hiring Range: $23.18 to $32.62 per hour. Pay Range Explanation: Pay range is the entire compensation range for the position classification. Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity. Internal Only: Please understand that this is pay grade 350. If selected, your salary offer will be based on the applicable promotion or demotion worksheet in accordance with the City Pay Ordinance. Promotions occur when the last two digits of the pay grade increase. Demotions occur when the last two digits of the pay grade decrease. Lateral transfers occur when there is no change to the last two digits of the pay grade. Other combinations of experience and education which meet the minimum requirements may be substituted. Working conditions: Able to lift up to 50 pounds. Able to walk long distances and stand for long periods of time, including multiple levels of stairwells. PREFERRED QUALIFICATIONS The minimum qualifications listed above, plus: Customer service experience. Experience with electronic Work Order Management systems. Experience with contract monitoring, quality control, and/or compliance-related experience. Experience preparing draft contract specifications and recommending contract changes based on observational needs. Experience that provides the ability to interpret and analyze facilities-related contracts, and effectively interact with contractors, customers, and management.
