Job Summary This posting may be used to fill multiple openings This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework. The Training Specialist exists as a member of the Health Care Eligibility and Operations (HCEO) Education Team, to design, develop, deliver, implement and maintain health care training related to policy, procedures, and the eligibility systems currently used by the Department of Human Services (DHS) for health care . Job Responsibilities Include: Responsible for design, development, implementation, delivery and maintenance of training activities, using both technology-based and classroom methodologies. Responsible to draft and update system procedures, and assist with regular review and maintenance of the system procedure manual. Represent Health Care Eligibility and Operations (HCEO) on Minnesota IT Services (MN-IT) projects to develop business requirements, draft system procedures and processes, and participate in the development of project deliverables through implementation . Qualifications Minimum Qualifications Two (2) years professional experience advising and determining eligibility for participants in public assistance or health care programs. Experience providing training, facilitating group presentations or similar audience based demonstrations. Knowledge of Minnesota Eligibility Technology System (METS) and Maxis. Bachelor's degree or higher in public administration, psychology, social work, public health, education or related field may substitute for one (1) year of professional experience. Preferred Qualifications Experience working in the Minnesota Eligibility Technology System (METS) and Maxis. Technical writing skills to write clear and easy-to understand instructional documents. Project management skills with the ability to multi-task and advance activities through-out the project timeline, as well as set goals and timelines, organize project workflows with others and monitor and evaluate accomplishments. Strong communication skills with a demonstrated ability to communicate complex concepts clearly and concisely. Strong interpersonal skills to work effectively with a variety of people in various contexts. Creatively problem-solve and recommend best practice solutions to meet business needs. Variety of experiences working effectively with others from different backgrounds and cultures.
