Job Description Are you a skilled Program Manager with expertise in overseeing projects and driving successful outcomes? We are seeking a dynamic individual to lead our Bid Management initiatives. In this role, you will manage financial performance, operational aspects, and maintain compliance while ensuring a high level of service and satisfaction. Essential Duties and Responsibilities: Oversee and manage the financial performance of projects, focusing on budgeting and analyzing profit and loss statements to achieve financial targets. Manage day-to-day operations and facilitate project planning activities. Lead large multi-project programs by planning, organizing, staffing, and controlling program activities. Create, execute, and adjust project work plans to meet evolving needs and requirements. Assign individual responsibilities and identify necessary resources. Develop and maintain comprehensive resource plans for all projects. Establish baselines for projects and track actual metrics for historical analysis and forecasting. Review team deliverables before submission to management and customers. Apply PMI methodology and enforce project standards consistently across all projects. Prepare for engagement reviews and quality assurance procedures. Minimize project risk exposure and communicate relevant information to stakeholders. Resolve and escalate project issues promptly, considering the project's impact. Ensure project documentation is complete, current, and stored properly. Track lessons learned and implement improvements in subsequent projects. Oversee project closure processes effectively. Provide direction and feedback to supervise staff performance. Act as a liaison with assigned vendors, managing performance and compliance with service level agreements. Participate in drafting vendor contracts, change requests, and statements of work. Lead teams focused on continuous improvement initiatives. Contract & Operational Management Manage daily operational oversight of contract requirements for the Hiring Center. Be the primary contact for the Hiring Center, ensuring coverage in your absence. Ensure compliance with services, processes, and deliverables as per the statement of work and relevant government requirements. Monitor suppliers to ensure availability and adequacy of specimen collection kits and supplies. Ensure that government-approved testing sites are staffed with trained, qualified personnel to meet demand. Address and resolve all employee and candidate complaints in collaboration with the Contracting Officer's Representative. Training, Quality Assurance & Compliance Conduct training and quality assurance visits to all approved testing sites. Monitor performance to ensure compliance with SOW and Test Administrator Manuals. Distribute updated materials reflecting protocol changes received from the Contracting Officer's Representative. Prepare and submit monthly reports on training and compliance. Stakeholder & Client Engagement Attend meetings with representatives to discuss project issues, performance, and updates. Foster timely communication and collaboration with internal teams, subcontractors, and government stakeholders. Program Administration Coordinate workflows, schedules, and resource allocation across all sites. Support transition planning for new staff, providing candidate resumes to the Contracting Officer's Representative. Ensure the contract is fully staffed and operates efficiently to meet all service level requirements. Minimum Requirements Bachelor's degree in a related field. 7-10 years of relevant experience required. 3 years of supervisory experience, preferably in health services or operational settings. 2 years of experience in medical service-related programs, such as drug testing. Track record of managing clinic or health program operations. Experience overseeing geographically dispersed teams and subcontractors. Preferred experience with federal health programs or fitness-testing operations. Strong project management and leadership skills. Exceptional communication and customer service abilities. Ability to manage operational workflows effectively. Proficiency in compliance reporting and documentation. Professional interaction with stakeholders and internal leadership. Pay Transparency Maximus compensation is competitive and based on multiple factors including job location, education, training, experience, and internal pay alignment. Our total compensation package includes health benefits, retirement plans, paid holidays, and paid time off. Annual salary ranges from $110,000 to $150,000. Salary history will not influence compensation decisions, and we comply with all regulatory salary thresholds.
