Job Title: Civil Project ManagerJob DescriptionThe Project Manager for Highway Engineering is responsible for delivering highway and transportation engineering projects from initiation through completion. This role oversees all aspects of project execution, including planning, scope development, scheduling, budgeting, risk management, quality assurance, stakeholder coordination, and reporting. The Project Manager ensures roadway and infrastructure projects are delivered safely, on time, within budget, and in compliance with applicable federal, state, and local transportation standards.Responsibilities Manage highway and transportation projects in accordance with approved scope, schedule, and budget, ensuring compliance with TxDOT and applicable agency standards. Coordinate with internal engineering disciplines and subconsultants to develop clear, risk-aware project scopes and fee proposals. Develop and maintain Project Management Plans (PMPs) and Quality Management Plans (QMPs) tailored to transportation and roadway projects. Create, update, and track detailed project schedules and critical milestones. Manage subconsultants delivering roadway, drainage, traffic, structures, utilities, and schematic services. Monitor and execute project progress by identifying risks, implementing mitigation strategies, and managing change through extra work orders or open-end task authorizations. Serve as the primary point of contact for clients, agencies, and stakeholders, providing regular project updates and managing expectations. Participate in office and project financial review meetings to track budgets, forecasts, and profitability. Build and maintain strong relationships with TxDOT districts, counties, municipalities, and public-sector clients to ensure successful project delivery. Prepare and review project progress reports, deliverables, and invoices. Lead project meetings, technical reviews, and client presentations. Support business development activities including Go/No-Go decisions, proposal development, scope writing, and interviews related to highway and transportation pursuits. Coordinate and guide multidisciplinary technical teams to deliver high-quality roadway and transportation design solutions. Provide leadership, coaching, and mentorship through one-on-one meetings, project debriefs, and performance feedback. Lead and manage project team members by setting expectations, monitoring performance, and supporting professional development. Essential Skills Bachelor's degree in Civil Engineering from an ABET-accredited program. Texas Professional Engineer (PE) license. 10+ years of experience in highway, roadway, or transportation engineering projects. Proficiency in Microsoft Office applications. Strong written and verbal communication skills. Strong presentation and client-facing abilities. Additional Skills & Qualifications PMP certification preferred. Experience working directly with TxDOT, counties, and municipal agencies. Experience with multiple transportation project delivery methods (Design-Bid-Build, Design-Build, P3). Proven experience managing multidisciplinary highway engineering teams, including roadway, drainage, traffic, and structures. Work EnvironmentThe work environment is primarily office-based with occasional opportunities to work from home if needed. The position can be based out of the Longview office.
