Job Title: International Health IT Systems Specialist - Interoperability and LIS Integration Department/Location: Monitoring, Evaluation and Learning Practice, Fiji and Remote Reports To: Team Leader / Home Office Senior Management Type: Consultancy Consultant: (This is a one-year contract with a level of effort estimated at 6 months intermittent technical support) Overview: The International Health IT Systems Specialist will provide advanced technical support to strengthen interoperability architecture and support the expansion of StarLIMS within Fiji's national health information ecosystem. The Specialist will complement national expertise by providing system integration guidance, vendor coordination support, and best practices for scalable digital health implementation. This position is contingent upon the award.Essential Duties/Tasks and Responsibilities: Provide technical guidance on integration of StarLIMS with national health systems including PATIS Plus, NNDSS, and surveillance platforms. Support configuration of data exchange using HL7/FHIR standards through the BridgeLink integration engine. Advise on integration architecture to ensure scalability and compatibility with future health information systems. Support development of the phased implementation roadmap for CDC digitization and interoperability. Review and validate vendor technical specifications and system design proposals. Provide guidance on infrastructure considerations including server architecture, cybersecurity, and disaster recovery. Conduct periodic technical reviews of system configuration and integration work. Identify potential technical risks and recommend mitigation strategies. Provide quality assurance oversight for system testing and validation processes. Mentor national IT specialists and MHMS digital health staff. Support development of technical documentation, SOPs, and integration standards. Deliverables Technical interoperability roadmap and architecture review. Vendor technical review notes and recommendations. System integration documentation and technical guidance materials. Inputs to implementation milestones and progress reviews. Minimum Requirements: 10+ years experience in digital health systems integration. Demonstrated experience with laboratory information systems (StarLIMS preferred). Experience implementing HL7/FHIR interoperability frameworks. Experience working with health systems in low- and middle-income countries. Fluency in English required. Education: Advanced degree in Health Informatics, Information Systems, Computer Science, or related field. Working Environment: Work is typically performed in an office environment, with some time spent in the field. Supervisory Responsibility: This position does not have supervisory responsibilities of a team of individuals and subcontractors. Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs. Travel: International travel may be required.
