The Infrastructure Engineering Services (IES) Federal Network team is critical to this mission, providing enterprise-grade networking and security solutions to support Oracle's essential workloads in US-based OCI and OHAI data centers for Federal clients. The IES Federal Network team oversees network strategy, support, and standardization across the Federal environment in OHAI's US-based data centers and cloud footprint. Their responsibilities include core routing and switching, firewall management, advanced fabric technologies, OCI cloud networking, and network automation. This team's diligence ensures robust network operations, engineering, architecture, and automation that support a seamless and scalable network for various cross-functional teams. A primary focus is the migration of our Federal clients to Oracle Cloud Infrastructure (OCI). To achieve this, the Federal Network team seeks experienced network operations personnel who bring both deep architectural understanding and rich migration experience. Role Description Oracle's Infrastructure Engineering Services (IES) is on the lookout for an accomplished Senior Manager for Federal Networking to elevate the capabilities of network engineering and operations within Oracle Health and the broader Oracle Industries ecosystem. This leader will manage daily network operations in a fast-paced environment by optimizing processes, unifying teams, and providing dependable, secure, and compliant network services to government healthcare customers. You will engage directly to manage a team of engineers, guiding them through transitions, building trust, and promoting the adoption of best practices, innovative automation, and data-driven improvements. This position demands leadership and decision-making in a complex, global, and highly regulated environment. You will empower engineering teams by providing clear objectives, promoting professional development, and managing escalations that involve executives, cross-units, and customers. You will be pivotal in integrating new teams and legacy organizations, ensuring consistent network operations and high-quality service delivery across multiple Oracle business units. In this role, you will define operational direction, drive cultural and technological integration, and push measurable progress through calculated risk-taking and thoughtful adjustments. Building strong relationships with team members at all levels is essential, fostering buy-in in challenging cross-functional settings, and advocating for both business needs and the development of your team members. Your success will be judged by your ability to enhance operational maturity, improve incident response times, and unify performance outcomes across Oracle's leading healthcare and enterprise platforms. Responsibilities Lead, mentor, and further develop a high-performing network engineering and operations team. Oversee the implementation, maintenance, and support of the federal network environment, including lifecycle and vulnerability management. Adjust operational processes to maximize efficiency while meeting requirements. Ensure compliance with change management processes for well-documented and communicated environmental changes. Drive adherence to incident management protocols for timely resolution aligned with SLA standards. Support team activities on a 24/7 basis by understanding work instructions and related incident processes. Manage daily operational integrity across traditional federal enclave and OCI environments, ensuring compliance with FedRAMP and HIPAA standards. Foster a culture of engineering excellence, technical precision, and curiosity, encouraging teams to experiment and innovate. Champion the use and enhancement of automation frameworks, including Python and Ansible, reducing manual tasks and errors. Establish best practices for network performance monitoring, proactive issue detection, and root cause analysis. Handle executive- and customer-facing escalations with data-informed leadership during high-stress incidents. Collaborate with leaders across Oracle Health and government to resolve dependencies and share learnings. Engage in post-incident reviews, ensuring actionable root cause analyses and a culture of continuous improvement. Oversee operational metrics, reporting, and accountability for SLAs, KPIs, and audit readiness. Work with HR and Talent Acquisition to find, recruit, and retain top network engineering talent. Encourage open communication while demonstrating decisiveness and accountability. Guide your team in navigating complex business and regulatory environments. Lead training and capability-building initiatives to ensure operations teams are prepared for Oracle's mission-critical networks. Outline and communicate project milestones for timely delivery while balancing existing priorities. Required Qualifications: Must be a United States citizen; federal criminal background check process is required. Bachelor's degree in Computer Science, Engineering, or a related field, or equivalent hands-on experience. 10+ years of experience leading in a 24/7 enterprise-scale network operations environment. 5+ years managing technical teams with a strong track record of performance. Experience in developing frameworks for consistent validations and ensuring service availability across network platforms. Background in capacity management, traffic engineering, and performance optimization. Progressive experience with increasing responsibilities and complexities. Experience with Network Lifecycle Management (LCM) including technical documentation of network and cloud designs. Familiarity with system monitoring concepts and defining KPIs for services. Ability to improve existing processes or implement new ones to achieve goals. Excellent communication and coordination skills across teams. Demonstrated success in leading network engineering projects in data center settings. Deep knowledge of network protocols (BGP, OSPF, MPLS, IPSEC), routing, and Layer 2/3 architecture. Experience with Cisco ACI, NX-OS, Palo Alto, Citrix Netscaler, F5, Arista EOS, and PAN-OS platforms. Hands-on experience with operational monitoring tools and incident management platforms. Proficient in automation frameworks (Python, Ansible, Git). Experience with compliance programs and security patching processes. Proven lifecycle management skills for software upgrades across various network platforms. Additional Preferred Skills and Experience: Knowledge of Virtual Cloud Network technologies (OCI, Azure, AWS, GCP). Ability to define and measure performance of OKRs, KPIs, OLAs, and SLAs. Experience leading migrations in highly regulated settings. Familiarity with Agile/Scrum practices. Capability to drive cultural changes within engineering teams. Experience with network analytics tools (Grafana, Elastic, SNMP, syslogs). Familiarity with vendor lifecycle programs and structured upgrade planning. Experience with F5 BIG-IP, Citrix ADC in global enterprise environments. Salary Range: In the US, the hiring range is between $105,000 and $223,400 per annum, with potential bonuses and equity.
