Payroll and Workforce Management Manager The Luma Division is established as the sustainment organization at the State Controller's Office to support State of Idaho agencies and their employees using Idaho's enterprise resource planning (ERP) system, Luma (Infor CloudSuite). KEY RESPONSIBILITIES The Payroll and Workforce Management Manager within the Luma Division reports to the HR and Payroll Bureau Chief. The Payroll and Workforce Management Manager is responsible for managing the support activities for the Payroll and Workforce Management (timesheet) modules in the Luma ERP system. They work directly with functional leads, subject matter experts, and system vendors to ensure Luma ERP systems support state agencies' business processes. They are responsible for understanding and documenting complex business processes, determining gaps between business requirements and system capabilities, identifying alternate business solutions, and assisting in development of sustainment documentation. Additionally, they are required to understand applicable federal and state human resources and payroll statutes and policies and assist agencies in managing operations accordingly. They work with their supervisor and members of the management team to maintain positive relationships with various policy owners and agencies and assist in the continuous improvement projects and modifications to the systems. The Manager will be required to supervise employees, direct and monitor work efforts, and provide oversight of time and attendance. Job Functions • Participate in defining and executing the vision for the Division and in the development of short-term and mid-range plans to achieve vision milestones. • Oversee support of the Luma Payroll and Workforce Management modules in the Luma ERP system under the coordinating efforts of the HR and Payroll Bureau Chief. • Convey requirements to develop, monitor, evaluate and report payroll financial activities in Luma. • Evaluates federal and state payroll tax laws and regulations, and accurately calculates, withholds, reconciles, and remits payroll taxes in compliance with applicable statutory requirements. • Troubleshoot system issues within the ERP environment. • Participate in system testing and validation of system changes. • Ensure the State of Idaho payroll is processed correctly. • Work with state policy leaders and subject matter experts to ensure compliance with laws, regulations, and established procedures. • Maintain procedure manuals to ensure compliance with regulations. • Advise leadership on elements related to Luma Payroll and Workforce Management modules. • Develop standards and monitor the Luma ERP system to ensure data integrity. • Utilize analytical and problem-solving skills to assist customers through incident/case management with questions related to system functionality. • Monitor the priority of assigned work tasks, manage their own workflow, and support the tasks and workflow of work teams. • Coordinate with other Luma Division staff to address cross-functional needs. • Manage calendars and dates to ensure time-bound functions occur on time and within system parameters. • Collaborate and maintain positive working relationships with other control agencies, such as Division of Human Resources, Division of Financial Management and Legislative Services Office, as needed. • Assist in updating training, presentations, and other materials to ensure that system updates and/or changes are presented appropriately to stakeholder audiences. • Oversee and assist with updates to communication requests, quick reference guides, business process documents, system workflows, procedure manuals and other support documentation. • Respond to stakeholder inquiries in a timely manner, as defined by SCO policy. • Attend and participate in meetings to keep Luma staff up-to-date on human resources, payroll and office activities. • Work with Luma vendors to address system issues. • Provide back up on support duties within the Bureau. • Clearly define expectations for staff under supervision. Guide, coach, develop, and train staff towards achieving those expectations. • Represent the Office to other organizations (such as other state agencies and accounting organizations) and to the public. • Prepare, reconcile, and balance payroll reports. Additional Functions • Contribute to the positive performance of the Luma Division and the office. • Demonstrate timely and consistent attendance. • This is an in-office position. • Any additional duties as assigned by the State Controller or his/her designee. Minimum Qualifications • At least 5 years of multi-state payroll processing and tax filing experience including reviewing, interpreting and applying federal and state payroll tax laws. • Strong customer service orientation, excellent interpersonal skills, as well as strong change and conflict management skills. • Demonstrated ability to make decisions under pressure and to lead in a team environment. • Good oral and written presentation skills, a high level of energy and enthusiasm, and strong abilities in managing and developing personnel. Desired Qualifications • Documented successful performance supporting State payroll and time entry operations. • Good knowledge of the Luma human resources, workforce management, and payroll modules including understanding of the environment in which payroll and workforce management applications function including agency issues, central organization issues, security, etc. • Strong understanding of internal control practices and procedures.
