We are seeking a collaborative professional who would be responsible for developing, soliciting, evaluating, purchasing, and contracting Port-wide goods, trade services and personal services. Under supervised direction, this role will procure small to medium dollar value goods and services. We offer a flexible hybrid schedule that combines work-life balance with team collaboration. You'll be in the office Tuesday through Thursday to engage with colleagues and support our business lines, with the flexibility to work from home on Mondays and Fridays as business needs allow. Essential Job DutiesAct as primary procurement contact for Maintenance, Repairs and Operations (MRO) purchasing. Process departmental requisitions and manage informal solicitation processes. Execute and amend contracts as necessary. Issue task orders, contract amendments, and purchase orders for user departments. Accurately track work in department work tracking system. Process requests for execution of contracts including filing of fully executed documents. Provide support and backup to Procurement Specialist II and Senior Procurement Specialist positions and participate in team projects when directed by Team Manager or C&P Manager. Report and recommend suggestions for process and procedure improvements to Procurement Managers. Minimum QualificationsBachelor's in business administration, supply chain management, or related field. Or equivalent combination of relevant experience. Two (2+) years of contracts, procurement, material management or related. Demonstrated Skills & Abilities Entry- Familiarity with Oregon Revised Statutes (ORS 279A, B, and C) and Federal regulations pertaining to procurement and contracting. Entry- Principles, theories, and concepts of procuring goods and services. Entry- Adaptive communication, internally or externally, to broker differing values, options, and outcomes at various levels. Entry- Apply market, industry, and competitive data when making decisions and recommendations. Entry- Principles of negotiations and price agreements and contracts. Intermediate- Implications of cost, quality, technology in business operations. Knowledge of supply management and inventory purchasing. Intermediate- Provide a high level of service delivery to the customer while effectively managing multiple customer demands and conflicting priorities. Supplemental and Selection Information Selection Process (Tentative Schedule): 1. A minimum qualification evaluation of education, training, and experience of submitted application packets will take place by Human Resources the week of March 23, 2026. 2. A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials. 3. Our goal is to schedule virtual first round of interviews with candidates who successfully passed the SME evaluation by March 30, 2026. Panel Interviews will be held the week of April 9, 2026.
