If you're ready to take your career to the next level, gain valuable experience, and make a meaningful impact to the citizens of South Carolina, apply today!This position is in the Project Management Office at SCDMV Headquarters, Blythewood, SC.Responsibilities of the Project Manager Leads cross-functional project teams and stakeholders to plan, execute, and deliver complex projects that achieve intended outcomes while managing risk, dependencies, and stakeholder expectations to ensure successful delivery. Monitors performance indicators and project progress. Maintains trust and alignment with sponsors, executives, and stakeholders through clear, timely communication and expectation management. Provides regular updates to agency leadership to ensure shared understanding, maintain stakeholder confidence, and support agency-level decision-making. Identifies and mitigates project risk through structured problem-solving and root cause analysis. Develops and implements risk mitigation strategies to prevent scope creep, maintain schedule and budget, and ensure project success. Collaborates with functional managers to allocate and deconflict resources, prioritize workloads, and maintain project schedules. Implements the Work Breakdown Structure (WBS), applies conflict resolution techniques, and ensures projects remain on time and within budget. Promotes continuous improvement by capturing lessons learned and applying best practices, industry standards, and subject matter expertise to drive improvements. Enhances efficiency and effectiveness of project management processes, assigned projects, and the project management office. Strengthens organizational project management maturity by educating business partners on the purpose and value of project management; project roles and responsibilities; and how active participation supports successful outcomes and agency goals. Performs other duties related to project management as assigned. Minimum and Additional RequirementsMinimum Requirements A bachelor's degree and relevant project management experience. An equivalent combination of education and experience may be accepted with prior approval. Agency Requirements A bachelor's degree and two (2) or more years of experience managing multiple, simultaneous projects. An equivalent combination of education and experience may be accepted with prior approval. Must complete a nationwide criminal background check to include finger printing. Additional Requirements Knowledge of the agency's mission, goals, and operations. Knowledge of project management principles for IT projects, including the software development lifecycle (SDLC). Ability to lead multiple complex projects with cross-functional teams while managing risk, ambiguity, and dependencies to deliver on time and within scope. Skilled in verbal and non-verbal stakeholder communication, expectation management, and conflict resolution with technical and non-technical audiences. Demonstrates leadership and accountability while ensuring project success and stakeholder confidence. Knowledge of state government procedures and processes. Responsible for managing multiple projects and project teams simultaneously. Works within general guidelines established by the Project Management Office with limited supervision to manage major agency initiatives, including technology projects, and lead coordination within the cross-functional project teams. May be required to work extended hours outside of the normal scheduled workday. May require limited travel. Works in climate-controlled environment. Preferred QualificationsAgency Preferred Experience managing complex technology-driven initiatives. Project Management Professional (PMP) and/or Program Management Professional (PgMP) certification highly desired; bachelor's degree in administration or related field.
