Job Duties: The System and Database Administration Lead oversees all server operations, database management, virtualization platforms, M365 services, backup/recovery operations, and related security compliance activities across NRC's hybrid on-premises and cloud environments. This individual is responsible for managing teams supporting Windows Server, RedHat Linux, VMware, MS SQL, Azure SQL, storage, and backup systems while ensuring compliance with FISMA, NIST, and STIG security requirements. Coordinate resource and performance requirements and status with system operations personnel. In close collaboration with the BPA Call SACOR and application business owners, plan and facilitate the integration, testing, and deployment to support the full lifecycle of new application software, keeping in mind collaboration with other NRC business areas and/or support vendors in other areas (e.g., End User Computing). It should be noted that, due to how unique each deployment can be, specific roles and responsibilities will be identified prior to each deployment taking place. The Contractor shall be prepared to, if necessary, execute actual deployment activities. Support application of patches and updates to the operating system or underlying software in conjunction with system operations personnel. The Contractor shall be prepared to, if necessary, execute actual patches/updates. Manage administrative and other access rights to the server and operating system resources. Provide and maintain remote (e.g., NRC Regional Offices) system administration rights to related server and database instances. Maintain and provide real-time access to system utilization metrics at the system and infrastructure resource level to the BPA Call SACOR and their designees. As incidents occur (outages, performance, security, etc.) perform problem identification, root cause analysis, and resolution activities following existing NRC policies and procedures. As frequently as required, meet with individual business owners, system owners and their application support vendors regarding periodic system issues including patching, and planned upgrades (to either the operating system, database, platform or application). System issues can be unique; therefore, specific roles and responsibilities will be identified prior to issue resolution. The Contractor shall work with the OCIO Service Area managers/owners, system owners, NRC vendors, and other stakeholders to address each system issue in question. Maintain documentation content for SOPs, application/platform/server/storage inventory, configuration, architecture diagrams, and backup/recovery procedures. Assist the NRC in the preparation and development of responses to periodic questionnaires/inquiries from other offices in NRC (such as the Office of the Inspector General) or other Federal agencies (OMB, GSA, DHS, etc.). Provide 24/7/365 on-call support to the NRC Operations Center. Report to Operations Center within one hour of call for any SGI-related or NRC events or exercises. Provide management and support for all SGI systems and databases including providing all updates, patches, and security remediation etc. as needed. Administer and maintain NRC's SGI Citrix farm servers and access to these systems. Manage and support Software as a Service (SaaS) services portfolio, hosted in a secure hybrid environment, encompassing both on-premises and cloud-based infrastructure. Qualification (Degree, Years of Experience & Skills): Experience: 12+ years total IT experience 8+ years enterprise server/database administration 5+ years technical team leadership Experience in Federal security compliance (FISMA/NIST/STIG) Education: Bachelor's degree in Computer Science, Information Systems, Engineering, or related field Master's degree preferred (may substitute for 2 years of experience) Certifications (Required/Preferred): Microsoft Certified (Windows Server/Azure Administrator) VMware VCP ITIL v4 Foundation (minimum) CompTIA Security+ or equivalent Microsoft SQL certification (preferred) Strong project management skills; experience in organizing, planning, and executing large-scale projects from the envisioning stage through to implementation, involving internal personnel, Contractors, and vendors; ability to analyze project needs and determine resources needed to meet objectives in a fast paced, high pressure and relatively complex technical environment Strong analytical and problem-solving skills Strong teamwork and interpersonal skills and the ability to communicate with all management levels High standards of respect for individuals, excellence, and service to the customer The system and database administration lead should possess experience: Managing a team, or multiple teams, of highly skilled individuals responsible for providing day-to-day operational support in the area of Server Operations, Database Management, Storage, and Backup. Balancing and adjusting workloads to ensure software products are deployed and/or patched and upgraded in a successful manner, considering and addressing all FISMA, NIST and Department of Defense security guidance, rules and regulations, standards, and industry best practices. Managing teams providing support for Windows Servers, Redhat Linux Servers, VMware, and other virtualization software as well as database administration. Working collaboratively with clients including application/business owners and their support Contractors to maintain and update systems as required. Maintaining security patches and reducing or eliminating security vulnerabilities. Working with application/business owners and their support Contractors to balance and schedule workload, identify performance bottlenecks and identify system interdependencies to prevent the formation of performance problems. Server virtualization, networks (high speed local area as well as wide area), MS Windows Server Operating systems, MS SQL Databases, Redhat Linux and other variants of UNIX, Oracle/Sun JAVA, storage environments, data backup and retention best practices, VMware and other virtualization products, firewalls and security products, particularly scanning and remediation software and techniques. Understanding and meeting SLAs (established between OCIO and each Agency office) and SLRs (to meet the service level expectation of the NRC).
