Business Analyst

JOb:NC DIT-DATA-Business Analyst- Expert (721283) Location :301 N. Wilmington St. Raleigh, NC 27601 Duration: Long Term Description of Work: The Department of Information Technology (DIT) serves as the Technology Center for the State of NC. Services that DIT provides reach a client base of state and local government agencies, as well as schools, colleges and universities. This position is within the NC DIT's Data Analytics team within the Government Data Analytics Center which supports the development of enterprise business intelligence applications. The Data/UAT Analyst works closely with State Agencies to understand their business needs, assists in development and/or recommendations to supports the evaluation of programs, improvement of services, financial transparency, compliance and safety. This position is a technical resource who fosters partnership and collaboration across government agencies to assist in data driven decisions. The Data/UAT Analyst will assist with a portfolio of development efforts and have the primary responsibilities to: • Provide analytic programming support and backend testing for data migration • Participate in the creation and management of test strategies, plans and schedules • Perform user acceptance testing and record results and communicate testing activities to the larger team • Coordinate recreating and analyzing issues found during testing Knowledge, Skills, and Abilities: • Knowledge of advanced business analysis skills and demonstrated experience in the use of data and its transformation into information • Demonstrated experience using complex SQL queries to extract and analyze data • Ability to write test documentation such as test plans, cases, and results • Good problem solving and analytical skills • Ability to multi-task and manage multiple assignments • Demonstrated knowledge of SDLC project management methodology supporting application development • Experience with project workflow and issue tracking systems required, such as JIRA Management Preferences: • Prior GDAC experience • CJLEADS experience • Experience and demonstrated knowledge of data as it relates to data management, governance, privacy and/or integration. • Strong UAT Testing experience • Coordinate recreating and analyzing issues found during testing • Substantial knowledge of specific computer environments and a broad range of programming languages with the ability to learn emerging programming languages Knowledge of advanced business analysis skills and demonstrated experience in the use of data and its transformation into information Required 7 Years Demonstrated experience using complex SQL queries to extract and analyze data Required 7 Years Ability to write test documentation such as test plans, cases, and results Required 7 Years Good problem solving and analytical skills Required 7 Years Ability to multi-task and manage multiple assignments Required 7 Years Demonstrated knowledge of SDLC project management methodology supporting application development
