Reporting to the Director of Engineering and Program Management, this role provides technical oversight, ensures compliance with public bid and construction laws, and advises multiple departments on engineering matters. This position plays a key role in delivering projects safely, on time, and within budget while safeguarding public assets and advancing the Port’s operational efficiency.The ideal candidate is a licensed Professional Engineer in good standing in Louisiana with strong experience in engineering design, construction management, and public sector project delivery. They possess solid knowledge of contract administration and public bid law, along with excellent communication, leadership, and conflict resolution skills. The successful candidate is collaborative, detail-oriented, and capable of providing sound technical guidance to support complex infrastructure and operational needs.If you're ready to make an impact, apply today to join the Port of New Orleans Team!Minimum QualificationsPossession of a current Louisiana license to practice professional engineering plus one of the following:Two years of licensed engineering experience; orSix years of professional engineering experience.EXPERIENCE SUBSTITUTIONS:A master's degree in engineering will substitute for one year of professional engineering experience.A doctorate degree in engineering will substitute for two years of professional engineering experience.Advanced degrees will substitute for a maximum of two years of professional engineering experience.There is no substitution for licensed engineering experience.NOTES:Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. Licensing requirements may be viewed at Job SpecificationThe official job specifications for this role, as defined by the State Civil Service, can be foundhere (.Job Duties and Other InformationJob Duties: Lead and supervise a team of engineers, ensuring projects and operational assignments are completed on time and within budget. Establish departmental goals, conduct performance evaluations, and support staff development in port and marine infrastructure design. Develop and execute strategic initiatives for the Engineering Department in coordination with executive leadership. Oversee consultant selection, negotiate and manage professional services contracts, and supervise the work of consulting engineers. Plan and direct Port capital projects from concept through public bid and contract award, reviewing plans and specifications for technical accuracy and regulatory compliance. Provide technical leadership during construction, including evaluating major change orders, resolving complex design issues, and advising on bid irregularities. Manage departmental budgets, monitor expenditures, and ensure financial accountability. Maintain engineering standards, master specifications, and asset management practices to support long-term performance of port infrastructure (wharves, roadways, bridges, cranes, and terminal facilities). Ensure project documentation, schedules, budgets, drawings, and records are accurately maintained within project management systems. Represent the Port before government officials, industry partners, and stakeholders, and serve as an essential employee during emergency and disaster response operations.
