QUALIFICATIONS Education and Experience: Graduation from an accredited college or university with a Bachelor's Degree in the appropriate discipline, and three (3) years of pertinent experience, one (1) of which must have been in a supervisory capacity.; or an equivalent combination of education and experience. Licenses or Certifications: Possession of an appropriate driver's license for equipment operated and any license, training, or certification required by law or regulation to complete assigned tasks. Special Requirements: None. JOB SUMMARY The Assistant Housing Director performs professional and administrative work as the principal staff assistant to the Housing Director. The Assistant Housing Director often represents the Housing Department at public meetings, boards and commissions. The Assistant Housing Director will serve as the acting director in the absence of the Director An employee in this class assists the Housing Director in the day-to-day functions and operations of the department. Independent judgment and initiative are required. Employee supervises professional, technical, and clerical employees in a variety of projects. Work is assigned and evaluated by the Housing Director. ESSENTIAL JOB FUNCTIONS Assists with planning, directing, and coordinating the work of Housing; which includes administration of federal and state grants, including but not limited to: Community Development Block Grant (CDBG), Community Development Block Grant Disaster Recovery (CDBG-DR), HOME Investment Partnerships Program (HOME), Section 8 Housing Choice Voucher Program, and State Housing Initiatives Partnership (SHIP) Program. Assists with planning, organizing, coordinating, and supervising the work of subordinate employees. Assists with selecting personnel for the department, participates in the training and development of personnel. Assists in formulating policies and procedures for and/or about Housing related processes. Assists in the preparation of the annual budget for the Housing Department. Prepare technical and administrative reports on a frequent basis. Plans, conducts, and attends public meetings and hearings to provide information regarding federal, state, and local programs' requirements and regulations. Acts as liaison with federal, state, local, and other agencies. Responsible for preparing items for action at City Council meetings. Performs other related duties as assigned. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of pertinent principles, practices, methods, materials, tools and equipment applied in the specified field. Knowledge of pertinent Federal, State and local laws, and ordinances governing the activities of the department. Knowledge of Federal and State Housing programs Knowledge of City and departmental rules and regulations. Ability to support daily operations across all aspects of the department Ability to evaluate situations and use good judgment in making decisions in accordance with laws, regulations, and established policies. Ability to gather, correlate and analyze facts and devise solutions. Ability to prepare clear, concise, and comprehensive reports. Ability to communicate effectively both orally and in writing. Ability to establish and maintain effective working relationships with associates and the general public. PHYSICAL DEMANDS While performing the duties of this job, the employee is regularly required to use hands and fingers to hold or feel, reach with hands and arms, walk, talk and hear. The employee is occasionally required to stand, sit, climb, balance, stoop, and crouch. Specific vision abilities include near distance, far distance, color, and peripheral vision, and depth perception. WORK ENVIRONMENT Work is primarily sedentary in nature and performed in an office environment. The noise level in the work environment is usually moderate.
