Human Resource Manager $34.00 to $35.00/hr. Job Summary: Plans, directs, administers, develops and evaluates Friends of Children and Families (FOCAF) Head Start and Early Head Start Human Resources programs. Essential Functions: • Supervises and manages the Human Resources Specialist. • Oversees the HR functions including staffing, recruitment, hiring, employee relations, compensation, training, and safety. • Develops and recommends improvements to agency's Employee Handbook, and HR policies and procedures. • Establishes and maintains employee record system. • Advises on recruitment, selection, and hiring practices. • Trains staff in safety practices and manages workers' compensation. • Maintains effective communications with others, including guiding, training, coaching, and mentoring of staff; maintains professional communications with staff, children, parents, and the community. • Engages in effective interpersonal relations with co-workers, families, and the public. • Leads EEO outreach activities to ensure compliance. • Monitors personnel activities to ensure compliance with Head Start Program Performance Standards, federal, state, city and agency's policies and procedures. • Consults, advises, and trains supervisors in human resource issues. • Investigates human resource concerns and makes recommendations to management. • Manages a parent and volunteer training program. • Oversees the performance appraisal process including the ongoing professional development plans. • Ensures compliance with grant requirements for a wage comparability study. • Maintains compliance with all state and city licensing requirements. • Collaborates with the agency's fiscal office to assist in the implementation of the employee benefit programs. • Maintains up-to-date and accurate job descriptions. • Represents the organization on one community group related to their program area with monthly or quarterly attendance based on community group need. • Keeps supervisor and designated others fully and accurately informed on work progress and organizational issues. • Attends meetings, conferences, workshops and training sessions and reviews publications and materials to become and remain current on the principles, practices, and new developments in assigned work areas including the Head Start Performance Standards. • Adapts to changing demands and manages priorities effectively. • Oversee the FOCAF Safety and Wellness Committees. • Handles and adapts to stressful situations. • Demonstrates commitment for professional development and continuous growth by actively seeking out and participating in training opportunities. • Engages with supervisor and co-workers on constructive and timely feedback, accepting feedback as a growth opportunity, and is open to continuous improvement for oneself and the organization. Qualifications: A minimum of a BA Degree in Human Resources, Business Administration or related field is required. SHRM-CP, SHRM-SCP, and/or PHR certification preferred. A minimum of three (3) years' experience in human resources management or administration is required. Must pass a criminal background check that meets required state, federal, and FOCAF Head Start standards. Must pass a Drug Test and submit to random drug and/or alcohol testing. Must pass a Health Physical Screen and TB Test. This is a management position This is a full time position
