53722BRCompany:General AtomicsJob Summary:General Atomics (GA), and its affiliated companies, is one of the world's leading resources for high-technology systems development ranging from the nuclear fuel cycle to remotely piloted aircraft, airborne sensors, and advanced electric, electronic, wireless and laser technologies.We have an exciting opportunity for an Information Technology Services Planning and Operations Manager to join our ITS organization in San Diego, CA.This position reports to the CIO and would be responsible for collaborating with the Directors of Operations, Solutions and Security to support efficient and effective delivery of ITS services and capability by those teams. This position serves as the principal leader of all ITS procurement, cost efficiencies tracking and reporting, the annual ITS waterline and budgeting process and the quarterly forecast process. The successful candidate will partner with ITS directors and Finance to establish a governance framework that tracks and ensures timely processing of ITS procurement activity, reporting of cost efficiencies to Finance and comprehensive financial support to develop effective annual budgets and quarterly forecast processes and take ownership of driving the ITS function to execute to those plans.DUTIES AND RESPONSIBILITIES: Collaborates with Finance to establish a cost accounting structure, reporting system, and oversight ensuring ITS performance conforms to budgets. Actively monitors on monthly budget performance across the budget areas, analyzing variances and cost drivers. Develops corrective action plans to address overspending or underperformance. Establish processes and methods for internal and external cost capture to provide financial tracking of all ITS processes. Ensure resource commitments by ITS budget areas are aligned with budgets and highlights where inconsistencies occur. Principal liaison with FP&A for ITS annual budget planning and monthly budget execution analysis and reporting. Works with FP&A to proactively manage ITS contribution to overhead rates. Principal liaison with Contracts & Procurement for all purchases including software licenses, maintenance renewals, agency temps, consultants, and other outsourcing agreements. Principal liaison with Accounts Payable to ensure that invoices from services conform to the requirements and match the planned project budgets. Performs analysis of ITS external spending and makes strategic recommendations for simplification, cost reduction and increasing the value derived from the overall ITS spend. Principal liaison with Facilities regarding occupancy by ITS personnel across GA&A. May be assigned other projects/tasks as necessary such as the leadership of certain continuous improvement projects for ITS processes. Direct and supervise the day-to-day activities of an ITS business analyst and department specialist. Responsible for ITS Vendor Relationship Management. In conjunction with procurement this role will manage ITS vendor relationships resulting in maximizing cost effectiveness of license expenditures, license usage and license compliance. Will function as liaison for all software audits ensuring that license utilization is compliant with existing license agreements. Responsible for ensuring all laws, regulations and other applicable obligations are observed wherever and whenever business is conducted on behalf of the Company. Responsible for ensuring work is accomplished in a safe manner in accordance with established operating procedures and practices. Other duties as assigned or required. Typically requires a Bachelors or master's in business administration, finance, or a related field, along with eleven or more years of progressive project administration experience with at least five of the years managing those operations in an information technology, engineering or scientific environment. May substitute equivalent experience in lieu of education. Cross-functional collaboration (ITS, Finance, Procurement, HR, Legal) experience is critical for this role. Must demonstrate detailed and extensive expertise in project planning and scheduling, as well as monitoring and reporting on these activities. In-depth experience in organizational and operational problem resolution is required. Preferred Qualifications: Aerospace & Defense industry a plus. Developing, planning and administering budgets ($100 million +). IT experience/awareness strongly preferred. Financial, accounting and procurement experience. Experience writing Statements of Work.
