The Program Specialist for the Continuum of Care (COC) Bureau plays a critical role in supporting the design, implementation, and coordination of services for youth in residential care. This position ensures efficient program operations, strengthens service delivery, and enhances compliance with policies and regulations. The specialist provides oversight, technical assistance, and operational support across key teams, including the Qualified Individual Team, Congregate Care Team, Family Support Clinicians, and Helpline Clinicians. The location for this position will be Twin Falls.The Idaho Department of Health & Welfare is a drug-free workplace. Support cross-team coordination to ensure seamless support for youth in residential care and their families. Monitor program performance, identify gaps, and recommend improvements to enhance effectiveness. Collect, analyze, and report program data to track outcomes and ensure regulatory compliance. Prepare detailed reports on program effectiveness, compliance with state and federal regulations, and areas for improvement. Gather necessary assessment analysis to submit Medicaid pre-authorizations for residential funding. Assist in monitoring, evaluating, and compliance of residential programs working towards human trafficking implementation. MINIMUM QUALIFICATIONS:You must possess all the minimum qualifications below to pass the exam for this position. Typically gained through completion of a college-level course or 20 hours of management training that included all the essential elements of management (Planning, Organizing, Leading, Controlling); OR three months of experience performing all management elements. Some knowledge of program or project planning and implementation . Typically gained through at least one year experience on a committee or with a group that involved program planning and implementation. Experience developing and evaluating policies and procedures . Typically gained through six months experience writing or assisting in reviewing/auditing and developing policies, procedures, field memorandums, directives or post orders.
