Job Title: Code Enforcement OfficerEmployment Status: Full-TimeFSLA Status: Non-ExemptClassification: Non-Emergency Essential / AFSCME Union MemberDepartment: Building, Inspections, Permitting, Planning, ZoningReports To: Assistant Town Manager, Supervisor, or another designeeSupervisory Responsibility: NoPrimary Work Location: Locations in and around Town with a homebase at Public Works, Town Hall, Police Department, or another location as assigned1. Position Summary:This position inspects buildings and sites for compliance with building, zoning, housing and property maintenance codes and ordinances. Performs a variety of technical duties in support of the Town's building inspection program as related to land use matters, building, housing, health and safety, and property maintenance. Does related work as required. May require weekend work as assigned by Town Manager, Assistant Town Manager, Supervisor, and/or Police Chief.2. Essential Duties and Responsibilities:The below listed essential duties and responsibilities are not limited to be an exhaustive list of all job duties for this position. Perform the full range of code enforcement duties; perform a variety of field and office work in support of the code enforcement program; enforce compliance with regulations and ordinances including those pertaining to zoning, land use, housing codes, building codes, health and safety, property maintenance and other matters of public concernReceive and respond to citizen complaints and reports from other agencies and departments on alleged violations of zoning and related codes and ordinancesEnforcement of property maintenance code, housing codes and zoning ordinancesAssist with building inspection and licensing issuance processes as neededConduct field investigations; inspect properties for violations; attempt to make contact at the residence or business in order to resolve violations; issue and post warning notices, notices of violation, corrective notices, orders to comply and related documentation for code violations; schedule and perform follow-up functions to gain compliance including letters, inspections, calls, meetings, discussions and negotiations to ensure compliance with appropriate codes and ordinancesPrepare evidence in support of legal actions taken by the Town; appear in court as necessary; testify at hearings in court proceedings as requiredMaintain accurate documentation and case files on all investigations, inspections, enforcement actions, and other job-related activitiesPerform residential rental inspections and ensure compliance with regulations and ordinances related to the property maintenance and housing codesPerforms related work as required by the Department Head 3. Required Education: High school diploma or GED Degree in architecture, engineering, criminal justice, or relate field preferredYears of experience may be substituted for degree 4. Required Experience: Construction or enforcement of building codes and ordinances Two (2) years of general construction or property maintenance 5. Knowledge, Skills, and Abilities: Knowledge 1. State, Federal, and Town related ordinances, codes, and regulations 2. Town Zoning codes 3. Materials, methods, and practices used in building construction and of stages in construction, noting, when possible, defects and violations that may be most easily observed and correctedAbilities 1. Express oneself clearly and concisely, orally and in writing 2. Recognize faulty construction or hazardous conditions created by deterioration and recommend effective corrective measures 3. Read an interpret building construction plans 4. Establish and maintain effective working relationships with Town employees, contractors, property owners, representatives from other agencies, and the public 6. ADA Requirements: This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objectsWork requires climbing, stooping, kneeling, crouching, crawling, reaching, walking, fingering, and graspingVocal communication is required for expressing or exchanging ideas by means of the spoken wordHearing is required to perceive information at normal spoken word levelsVisual acuity is required for preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activitiesMental acuity is required to make rational decisions through sound logic and deductionThe worker is subject to inside and outside environmental conditions, extreme cold, hazards, and atmospheric conditionThe worker may be exposed to bloodborne pathogens and may be required to wear specialized personal protective equipment 7. Additional Requirements: Possess and retain a valid motor vehicle operator's licenseAll motor vehicle violations must be reported to the supervisor immediatelyMust pass background checks including motor vehicle, criminal, and drugAdditional checks may be required; i.e. credit for Finance positionMust obtain ICC Residential Building Inspector and ICC Property Maintenance and Housing Inspector certifications within eighteen (18) months of hire
