ABOUT THIS POSITION The City of Phoenix Water Services Department, one of the nation's largest potable water utilities, treats and delivers safe, reliable drinking water to 1.5 million customers across approximately 540 square miles. Phoenix Water Services also manages the sewer collection system and treats wastewater for 2.5 million residents in metropolitan Phoenix. The Water Production Division is seeking a Project Coordinator to lead major construction and infrastructure projects that support the City's water treatment and delivery systems. This role oversees multi-year and short-term projects, working closely with other divisions, contractors, and partner agencies to ensure safe, efficient, and compliant operations. Working under the general direction of the Water Services Superintendent, the Project Coordinator exercises significant independent judgment and is responsible for developing and tracking project metrics, including schedule, cost, resources, workflow, and quality. The position may also support long-range planning, audits, and special initiatives, and serves as a liaison between Water Services and other City departments or external agencies. Key Responsibilities: Lead major Water Production construction and infrastructure projects, including scope, schedule, and budget development. Coordinate project activities with internal teams, contractors, and partner agencies. Oversee contractor and consultant work through design, construction, commissioning, and warranty phases. Ensure regulatory compliance, maintain asset information, and support operational needs. Prepare technical reports, deliver presentations, and provide technical guidance to operating divisions. IDEAL CANDIDATE Has a background in utility design, construction inspection, and field operations at water or wastewater facilities. Brings strong organizational skills, able to manage multiple tasks, shift priorities quickly, and meet critical regulatory reporting deadlines. Understands regulatory requirements, including the Clean Water Act. Possesses knowledge of utility system design, operation, and maintenance practices. Communicates effectively, works well with diverse teams, and provides sound technical guidance. Is familiar with City of Phoenix codes and requirements related to water and wastewater operations. SALARY Pay Range: $84,468 to $118,872 annually. Hiring Range: $84,468 to $113,193 annually. Pay Range Explanation: Pay range is the entire compensation range for the position classification. Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity. Internal Only: Please understand that this is pay grade 063. If selected, your salary offer will be based on the applicable promotion or demotion worksheet in accordance with the City Pay Ordinance. Promotions occur when the last two digits of the pay grade increase. Demotions occur when the last two digits of the pay grade decrease. Lateral transfers occur when there is no change to the last two digits of the pay grade. Bachelor's degree in business administration, engineering, or a closely related field. Other combinations of experience and education that meet the minimum requirements may be substituted. All finalists for positions are subject to a criminal background check applicable to the department or position. Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage. PREFERRED QUALIFICATIONS The minimum qualifications listed above, plus experience in/with: CMMS/work order systems and project management tools. Managing complex capital improvement projects, including utility or water/wastewater infrastructure design and construction management. Serving as a construction liaison and interpreting specifications, codes, and standards. Water shutdown coordination. Organizational change management, innovation projects, or supervisory roles in a large municipal environment. Emergency response related to water or wastewater operations.
