Job Description Senior Business Analyst The Senior Business Analyst will support the Texas Education Agency on multiple projects supporting the agency's mission of improving outcomes for Texas students, with a focus on major enhancements and/or rewrite efforts. This position performs advanced, senior-level business analysis work, serving as the conduit between the program and customer community and the software development team through which requirements flow. The Business Analyst will be involved at some level throughout the entire software development life cycle. Upon establishment of the requirements baseline, the focus shifts toward management of the requirements specification and verification of the fulfillment of all requirements, including requirements for enhancements post-implementation. Responsibilities Elicit requirements using joint application development (JAD), requirements workshops, interviews, document analysis, storyboards, surveys, site visits, use cases, scenarios, competitive product analysis, and task and workflow analysis. Apply sophisticated analysis techniques to identify user needs, business processes, pain points, and computer system capabilities to automate or improve existing systems. Transform information gathered from elicitation sessions into business requirements, functional requirements, use cases, user stories, and software requirements specification documents using standard templates and clear, concise natural language. Produce visual outputs from elicitation sessions including process flows, context diagrams, UML diagrams, wireframes, and mockups. Actively participate in the software development lifecycle using initiative and independent judgment, including managing deadlines and following change control procedures. Track requirement status, coordinate user acceptance testing (UAT), and maintain requirement traceability throughout the project lifecycle. Manage and communicate requirements changes through established change control procedures. Facilitate working sessions and workshops with customer and program stakeholders. Collaborate with software development teams to ensure requirements are clearly understood and implemented as specified. Verify fulfillment of all requirements, including post-implementation enhancement requirements. Requirements Minimum Qualifications 8 years of experience eliciting requirements from customer interviews and creating well-written system requirements. 8 years of experience with software development life cycles (SDLCs). 8 years of business process re-engineering and software process flow improvement experience. 8 years of experience developing user stories and use cases that conform to business analysis best practices. 8 years of experience designing mockups and/or wireframes that conform to UX best practices. 5 years of demonstrated strong communication and facilitation skills. 5 years of demonstrated strong writing and organization skills. Preferred Qualifications 3 years of documented work experience with the issue tracking software Atlassian Jira. 3 years of documented work experience with the requirements management software Modern Requirements. 2 years of documented experience working for or closely with TEA or another state or local education agency. 1 year of experience with K-12 instructional materials and/or the instructional material procurement process. Additional Requirements Services are expected to start 03/16/2026 and are expected to complete by 08/31/2026. May be required to work outside of normal business hours on weekends, evenings, and holidays as requested and pre-approved by the TEA. Local candidates only; within 50 miles of Austin, Texas. Work Location and Schedule Location: Texas Education Agency - 1701 N. Congress Avenue, Austin, Texas 78701 Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding State holidays.
