SUMMARY The Subcontracts Specialist is responsible for conducting the subcontract buyout process from RFP to subcontract execution and administration. This includes but is not limited to identifying new subcontractors, supporting the pre-qualification process, preparing and managing RFPs, proposal analysis, coordinating with other functional groups for proposal review and subcontracting, Subcontract formation, assisting with Subcontract execution and aspects pertaining to the administration of Subcontracts in the field. This individual will support the preparation of highly complex, customized subcontracts which involve the integration of many diverse elements of high cost and/or risk. They will be responsible for overall coordination of the Request for Proposal process and facilitation of subcontract agreements with support of other functional groups. This position reports to the Senior Subcontracts Manager, Subcontracts Manager, or another management personnel that the CEO of the Company may designate. This position is remote and working hours are Monday through Friday, from 8:00am to 5:00pm or 9:00am to 6:00pm local time. This position may require travel up to 10%. ESSENTIAL JOB FUNCTION & RESPONSIBILITIES   Administer the RFP Process with limited direction, including, but not limited to: o         Prepare comprehensive bid lists sourcing qualified Subcontractors proficient in performance of the scope of work required; o         Prepare/issue Solicitations of Interest and RFPs to qualified subcontractors, including working with other functional groups to gather all required documents and data; o         Determine and maintain bid schedules in accordance with project schedules; o         Coordinate responses to RFIs from bidders; o         Receive and file Subcontractor proposals in accordance with Company document management processes and filing structure; o         Review Subcontractor proposals and prepare commercial bid evaluations for team review and award; o         Facilitate technical bid evaluations from appropriate parties as applicable; o         Prepare award recommendation; With support of the Subcontracts Manager and QCells legal as needed, perform commercial negotiations for Subcontract Agreements in accordance with company policies and guidelines; Perform Subcontract formation; approval routing and execution; Perform Subcontractor pre-qualifications in accordance with Company procedures; Perform Subcontractor management activities to add newly qualified Subcontractors into company ERP system; Prepare and update database of Subcontractor pricing by trade, for historical data analysis; Maintain accurate and complete records in accordance with record retention procedures; Regular attendance, in accordance with company's attendance policy and supervisory assignment, is an essential job duty requirement for this position. Perform other duties and special projects, as assigned by Management REQUIRED QUALIFICATIONS   Bachelor's Degree required Minimum 3-5 years of experience in Construction Contracts/Subcontracts Management and/or Procurement. General knowledge of supply chain management and procurement, as well as construction principles and processes. o         Sr. Specialist level required 4-6 years of experience in ProcurementSubcontracts Management Minimum 2 years of experience in solar and/or construction field project at the project size of over $30M in procurement of equipment/material or subcontracting o         Sr. Specialist level requires minimum of 4 years of experience in solar/construction Preferred experience in Solar or Renewable Energy Knowledge of Subcontracts management including RFP, formation, terms and conditions, execution and administration Ability to work on own in a fast pace, professional, team environment with minimal supervision Excellent organizational skills and attention to detail Understand schedule deadlines and drive action items toward completion in accordance with required dates/deadlines Strong verbal and written communication skills Confidence and ability to interact with people at all levels of the organization Strong understanding of construction management software systems (Procore preferred) Able to identify, investigate and solve problems that might arise with order and in timely manner.
