We have one opening for a 12-month, 8-hour Risk Management & Employee Benefits Specialist (Confidential) position in the Human Resources Department. The work hours are 7:30 am - 4:30 pm, Monday through Friday. BASIC FUNCTION Under the direction of the Superintendent or designee, coordinate the daily activities of the District Workers' Compensation program, safety procedures, employee benefits, property and liability insurance, and other risk management insurance programs, to perform a variety of general business functions. Incumbents in this classification provide various services to employees relating to benefits, claims, and risk management programs that directly support learning. Examples of Duties ESSENTIAL JOB FUNCTIONS Coordinate the District employee benefits programs for both certificated and classified employees; organize benefit fairs and prepare promotional materials regarding District benefit plans; prepare and send COBRA notifications as appropriate; respond to employee questions regarding employee benefits; verify coverage and benefits; communicate with insurance companies regarding eligibility; receives and compiles quotes for other plans and submits to appropriate personnel; enrolls employees and their dependents into insurance carriers' systems; reconciles monthly insurance premium billings and handles other issues related to medical premium and claims payments Reconcile enrollment forms and health carrier invoices in the personnel management system (e.g., retirement and health) to ensure accurate eligibility and payment information and compliance with contracts and provisions Coordinate with the Los Angeles County Office of Education (LACOE) in the preparation and maintenance of the District benefit tables within the County accounting system Manage invoices, accounts receivables, and eligibility file interfaces related to District benefit programs; coordinate CalPERS and CalSTRS requirements Develop, plan, implement, communicate, and coordinate the District employee wellness program (e.g., walking club, gym membership rewards, on-site chair massage, distribution of health and wellness-related literature) Coordinate and maintain related files of the District Workers' Compensation program; monitor medical appointments, treatment and lost times and/or modified duty; prepare appropriate forms for claims administration and the California Division of Occupational Safety and Health (Cal/OSHA); communicates with employees, claims administrators and attorneys as needed Conduct good faith interactive reasonable accommodation meetings for modified duty assignments Coordinate and communicate the disposition and settlement of District Workers' Compensation claims and lawsuits with Business Services and Third-Party Administrator (TPA) Disseminate information regarding the District Workers' Compensation program Coordinate property and liability insurance for the District; complete quote information for self-insurance; prepare lists of liability cases for the Board; report on and investigate District-related incidents and accidents; coordinate claim activities including liaison with claimants, insurance carriers, attorneys, and other agencies; requests coverage certificates, applications, and other related documents as needed; administers insurance for outside groups for District facility use Conduct District Safety Committee meetings; prepare and report hazard/safety suggestions to Maintenance and Operations for repair; manage retention of records from Safety Committee meetings and initiatives, Cal/OSHA inspections and other safety-related concerns; generates and compiles information regarding safety incentive plans, expenditure of safety incentive money, safety supply orders and other information as assigned; arranges for staff to attend safety-related workshops and conferences and maintains related records; coordinates the District's First Aid, CPR, and AED in-service trainings Coordinate the District disaster plan, Safety Response Team, and disaster preparedness trainings Coordinate the District's loss prevention program, including reviewing and/or preparing investigation reports of accidents, safety inspections, and recommendations to avoid recurrence; make recommendations as appropriate In collaboration with Maintenance and Operations, collect chemical inventories from sites, arrange for chemical disposal, prepare plans and various reports related to hazardous materials and inspections, and arrange for annual asbestos training, respirator physicals, and respirator fit testing for staff Maintain and develop a variety of business files, records, and reports including theft and vandalism inventory reports Act as a HIPPA privacy officer to ensure compliance with all regulations Assist personnel, beneficiaries, and/or insurance providers to convey information about employee leave options for Family Medical Leave Act (FMLA), California Family Rights Act (CFRA), Pregnancy Disability Leave (PDL), and Paid Family Leave (PFL) Compile and analyze employee leave data for monitoring leave management procedures requiring thorough familiarity with legal provisions including, Board Policies, Administrative Regulations, bargaining unit contracts, and California Education Code Input information into a computerized database and generate a variety of reports, lists, and budgets May serve on the Joint Power of Authority (JPA) advisory committees (e.g., Health Benefits Committee, Loss Control Committee, Workers' Compensation Focus Group) Coordinate, assign, and monitor annual state trainings for all employees, (e.g., Mandated Reporter, Sexual Harassment, Suicide Prevention, Bloodborne Pathogen) Act as a liaison between the District and the Department of Public Health May assist the Human Resources Assistant Superintendent with grievances, complaints, and investigations related to employee issues May fingerprint District applicants for clearance through Federal and State agencies and may act as the Custodian of Records for LiveScan May attend employee benefits-related meetings Performs other duties related to the class as assigned Job Requirements Qualifications Skill to: Prepare clear, complete, and concise reports Understand and follow oral and written directions Operate a computer and other office equipment as assigned Analyze cost information and make mathematical calculations with accuracy and speed Work independently with little direction Communicate effectively both orally and in writing Arrange for workshops and training sessions on safety and loss prevention Maintain a work pace appropriate to a given workload Knowledge of: Risk management practices, environmental safety policies and regulations, governmental operations procedures California Workers' Compensation programs and claims processing Employee benefit and health/dental insurance programs and wellness programs California Education Code and other rules and regulations related to assigned risk management services activities Operation of a computer and assigned software including word processing, spreadsheets, and database management Oral and written communication skills Interpersonal skills including tact, patience, and courtesy, especially with employees who are upset, frustrated, in pain, and facing possible loss of employment due to injury and/or long-term illness Record-keeping techniques Modern office practices, procedures, machines, and equipment Ability to: Coordinate the daily activities of the District's property, liability, Workers' Compensation, benefits, and other risk management insurance programs Perform a variety of general business functions relating to risk management, liability, and work injury claims Analyze data and interpret and apply rules, regulations, and other procedures relating to business activities, liability, and injury claims Reconcile health insurance bills, audit Workers' Compensation claim payments, estimate costs of safety projects Operate a vehicle to travel among various District sites to conduct inspections and to travel outside the District to meetings, conferences, and training sessions Keyboard at an acceptable rate of speed Typical Qualifications Experience and Education Requirements Any combination of experience and training that would likely provide the required knowledge and skills may be qualifying. A typical way to obtain the required knowledge and skills would be: Experience: Three (3) years of increasingly responsible technical and/or analytical experience in the field of risk management and employee benefits. Education: Associate degree or equivalent in accounting, business administration, or related field. Courses and/or training in risk management, occupational safety and health, workers' compensation, and employee benefits are preferred. Additional qualifying experience beyond the minimum three (3) years may be substituted for the required degree on the basis of one (1) year of additional experience for 24 semester or 45 quarter units. License and Certifications: Possess and maintain a valid First Aid Certificate.
