Summary Under the supervision and authority of the building official, coordinates special technical projects within the Construction Services Department related to plan examination, permitting, inspection, business tax collection, and electronic data systems as they relate to the regulation of permitting, construction, and taxation. Performs technical construction plan review and inspection as required in one or more disciplines of construction, i.e., structural, mechanical, electrical, or plumbing. Works independently with limited supervision researching and suggesting processes, methodologies, and improvements related to electronic processing of plans, permits, business tax receipts, and digitization of Department records ; and performs other related duties as assigned. DUTIES AND RESPONSIBILITIES (Which are not in any hierarchical order) 1. Coordinate project submittals within the Construction Services Departments electronic plan review system for Life Safety sufficiency, agency, and make review discipline assignments. 2. Coordinate Life Safety reviews performed by other reviewers within the electronic plan review system. 3. Coordinate electronic data system capabilities as related to application, permitting, and Life Safety plan review with current criteria established within the statutory regulatory framework, including the Florida Fire Prevention Code. 4. Suggest and develop processes, forms, workflows, checklists, informational guides, and other tools utilized as needed to assist customers to effectively utilize the Departments electronic permitting systems and achieve Departmental objectives. 5. Interact and assist applicants utilizing the Citys electronic plan review and permit application systems to achieve desired objectives. 6. Review applications submitted to the Construction Services Department for compliance with the governing codes and statutes, including the Florida Fire Prevention Code. 7. Document deficiencies discovered utilizing the City computer database in a concise and understandable manner. 8. Explain complex technical issues in a clear and concise manner to non-technical persons. 9. Communicate effectively the required corrective actions to the Departments customers. 10. Demonstrate effective stewardship of the resources in time and materials provided by the City. 11. Balance the need for Life Safety code compliance with customer service. 12. Demonstrate respect for the customers time and resources in the process. 13. Reviews complex plans to ascertain compliance with applicable codes and standards, including the Florida Fire Prevention Code. 14. Answer questions in person and on the phone regarding Life Safety plan Code requirements. 15. Researches codes for approval or disapproval of submitted plans, especially in unusual or unique installations. 16. Drafts correspondence explaining reasons for a Life Safety plan review was disapproved. 17. Files new and completed plans. 18. Reviews new materials and methods used in building construction; attends training courses to learn of new codes and other inspection regulations; takes an active part in the training process. 19. May perform Life Safety inspections as required, with appropriate licensure. 20. Performs other related Life Safety duties as assigned . Salary Depending on qualifications starting pay will be in the range (Pay Grade 59): Minimum Midpoint $29.66 Hourly $37.08 Hourly Benefits: Health Insurance, Vision, and Dental Insurance; Basic life insurance and LTD insurance; Defined contribution plan (401a); Deferred compensation plan (457) ; Twelve (12) paidholidays; Accrued annual/vacation and sick days; Employee Health Clinic; and Other voluntary benefits. Qualifications High school diploma or GED (education will be verified using the Education Requirements listed below) and seven (7) years construction experience, plan review experience with three (3) years of experience in plan review for high rise buildings, or any equivalent combination of training and experience. Requires two (2) years of experience in the development, implementation and oversight of electronic permitting or plan review systems, as well as the statutory regulations which govern such systems in a regulatory environment. Also requires State licensure as a Plans Examiner and as an Inspector, in one or more functional disciplines, or ICC certifications as a Plan Examiner and Inspector in one or more functional disciplines and the ability to obtain Floridas Standard Licenses within two (2) years from date of employment, along with ability to qualify for provisional licensure at the time of hire. A current and valid Florida drivers license is required. For application purposes, a valid drivers license from any state (equivalent to a State of Florida Class E) may be utilized; with the ability to obtain the State of Florida drivers license within thirty (30) days from date of employment. Education Requirements : To be considered valid (or verified) for position qualification purposes, and consistent with City Hiring Policy 4-5, a High School, GED or equivalent diploma, and all higher education degrees or certifications must have been issued by: a) a public education institution in the State of Florida or any State or Territory of the United States; or b) an institution accredited by an accrediting organization that is recognized by the Florida Department of Education or the U.S. Department of Education; or c) an institution that is accredited by an organization that is recognized by the Council for Higher Education Accreditation (CHEA); or d) an institution whose degree or certification is accepted by institutions identified in either a), b), or c), above, for the purpose of admission to institutions identified in either a), b), or c) above. International degrees will be evaluated to determine if they satisfy qualification requirements. State of Emergency: When normal operations of City departments are suspended or interrupted due to a declaration by the Mayor that a state of emergency exists, all employees will be deemed critical by the City. For the preparation and/or continuation of emergency operations or for special work detail, employees deemed necessary shall be required to work. Employees deemed critical by the City but not needed for the initial preparation and/or continuation of emergency operations or for special work detail may be directed not to report to work, and given paid administrative leave or they may be reassigned to another location that best meet the needs of the City.
