Definition: O&M T I: This is an entry level position similar to an apprenticeship that receives training and performs a variety of skilled technical duties related to the operation and maintenance of the City's Water and Wastewater treatment plants. Persons recruited in this position will be trained to work within the parameters of an existing operating plan and will be supported either by other onsite or on-call personnel as needed to address more difficult and advanced level tasks. O&M T II: This is an advanced level position similar to a journey level in trades that performs advanced technical duties related to the operation and maintenance of the City's Water and Wastewater treatment plants. Persons recruited in this position perform advanced tasks and are developing skills necessary to reach an expert level and develop leadership skills. They will be required to demonstrate a high level of experience and certification necessary to independently operate the water or wastewater treatment facilities within the parameters of an existing operating plan. O&M T III: This is an expert level position similar to the master level in trades that performs a variety of expert technical duties and leadership related to the operation and maintenance of the City's Water and Wastewater treatment plants. Persons recruited into this position will demonstrate a high level of expertise and certification necessary to provide leadership to others and independently operate the water or wastewater treatment facilities either within the parameters of an existing operating plan or as a designated Operator in Responsible Charge. Principal Duties: O&M T I: Employees working in this career-series job classification perform a wide variety of technical tasks related to the operation and maintenance of water and/or wastewater treatment facilities. Operations & Maintenance Technician I employees work in teams and independently in an apprentice role and must demonstrate a collaborative and self-directed approach to routine tasks and project-related assignments. Routine and project work requires active and independent learning skills; and the ability to review facility records and documents, conduct technology reviews, and learn to troubleshoot problems. Employee must also demonstrate cooperative teamwork skills to address shared work assignments and to facilitate sharing and acting upon critical information. Examples of tasks and duties that will be developed in this apprentice role include but are not limited to the following: Non-Technical: Service Oriented, Positive Attitude, Helpful. Technical Skills: Research technical problems using vendor manuals or internet searches. Troubleshoot treatment and mechanical equipment problems. Assist with process cleaning, maintenance, and other special projects. Inspect treatment process components & equipment. Monitor plant functions using gauges, graphs, meters, control panels and computerized monitoring systems. Collect samples from various treatment processes and perform process control tests. Critically analyze treatment processes and implement effective responses. Acknowledge and respond to alarms, and inform supervisor and coworkers of present and potential problems and hazards. Operate various treatment processes throughout the facility. Calculate operating performance and load capacities, chemical dosages, flow rates, and related operations parameters. Adjust pumps, flows, valves, and chemical feed systems. Document operations and maintenance activities. Monitor distribution system, reservoir levels, pressures and flows. Help implement preventative maintenance programs including completing work orders and updates to the Computerized Maintenance Management System (CMMS). Maintain and repair treatment equipment such as pumps, valves, blowers, generators, automatic polymer dispensers, chemical feed equipment bar screens, etc. Assist with process equipment cleaning and building maintenance. Operate fork-lift, small front-end loader, backhoe, dump truck, boat, and small gas or air powered tools. Perform pre-trip and post-trip inspection on vehicles. Assist with raw water planning, project planning for process cleaning and maintenance, and other special projects. O&M T II: Employees working in this advanced level job classification performs a wide variety of advanced technical tasks related to the operation and maintenance of water and/or wastewater treatment facilities. Operations & Maintenance Technician III staff are expected to work in a self-directed manner, assist with identifying Division work priorities, and provide training and leadership to other staff on tasks and projects. Task and project leadership requires active and independent learning skills, and the ability to conduct written and electronic (e.g., internet) technology reviews, review construction records and documents, and effectively troubleshoot problems. Employee must also demonstrate effective collaboration skills with other employees to address shared work assignments and to facilitate sharing and acting upon critical information. Work independently and occasionally provide leadership on projects in areas such as maintenance, water quality, procedure development, treatment, etc. Train Operations and Maintenance Technician I and II level employees. Lead other less-experienced staff related to critical operations tasks and decisions, particularly when multiple facilities or treatment trains are in operation during peak operating times. Occasionally directs and supervises plant operators in the performance of regulated operator duties (Colorado Regulation No. 100) related tasks and duties including filling in for the supervisor and/or operator in responsible charge. Collaborate with vendors and contractors to plan, document, and implement requested services. Build effective working relationships with co-workers, and communicate and collaborate with contractors, vendors and customers. Work with staff in other Divisions to deliver shared work or to complete cross-Division work assignments. Technical: Research and troubleshoot technical problems using vendor manuals including technical information on vendor websites or other sources of information related to the troubleshooting task. Troubleshoot water quality and equipment reliability problems. Develop written procedures, checklists, and instructions for training purposes and use by workgroup to address routine work and special operating conditions. Inspect equipment and treatment/system processes to ensure reliable facilities. Assist supervisors with identifying appropriate monitoring plans and assist with process testing and control. Critically analyze treatment processes and/or effective operation of infrastructure and work with other staff to implement effective responses. Calculate operating performance and load capacities, chemical dosages, flow rates, and related operations parameters. Document operations and maintenance activities including contractor work as needed. Help refine and implement preventative and corrective maintenance programs including completing work-orders and updates to the Computerized Maintenance Management System (CMMS). Ensure the safety of all crew members and regulatory compliance with pertinent safety standards. Ensure compliance with traffic laws, traffic control policies, ordinances, and rules while performing and overseeing tasks. Provide engineering staff with requested utility information and act as a liaison between projects and operations as required. Respond to service calls, including emergency "on-call" shifts, with an ability to respond to a site within the established timeframe. Respond to inquiries from customers. Assist contractors and other staff with improvements and additions to the facility control systems. Develop and deploy skills with higher level maintenance and process control tools and instruments (lasers for alignment, vibration analysis equipment, multi meters, calibration tools, flow meters, level/pressure indicators, water quality instruments, valves and valve actuators, etc.) Assist supervisors with identifying and addressing work priorities and support utility planning functions as needed. Provide leadership and training to other operators on tasks and projects including assisting supervisors with identifying training plans and performance parameters for less experienced operations and maintenance personnel. Function as a surrogate for the State designated Operator in Responsible Charge including authorization to deviate from an documented operating plan if such should be necessary to optimize results and protect public health. Support engineering staff and engineering projects with expert level knowledge of operations and facilities. Support environmental staff and regulatory projects with expert level knowledge of operations and facilities. Working Environment: Work is performed outside and inside both night and day shifts, under varying and extreme weather conditions; job includes working rotating shifts and working weekends and holidays. Work includes exposure to noise, dust, gases and oils, solvents and chemicals. Coordination of eyes, hands, legs and body is needed. Position requires the ability to work under time constraints and in confined spaces and the use of respirators. The candidate for this position must be able to meet the physical requirements. Qualifications: O&M T I: Persons recruited into this position will generally have no or limited experience with water treatment but will have work experience or other demonstrated skills that provide a background for successful training in treatment facility operations and maintenance. Employees working in this position fulfill an important public health role for the City and must demonstrate honest and trustworthy work ethics as well as the ability to work in a challenging but supportive work environment. This position requires education and experience required by Colorado Department of Public Health and Environment (CDPHE) to obtain operator certifications. (Please refer to CDPHE 5 CCR 1003-2 for current requirements.) Applicants must be able to obtain CDPHE operator certifications as specified below (additional requirements). Preference will be given to applicants with hands-on experience with industrial operations, electrical and mechanical equipment maintenance, machinery maintenance, laboratory equipment calibration, sample analyses, and/or other job experience related to water operations. Consideration will be given to applicants who have demonstrated analytical skills, engaged in progressive career- oriented learning, and/or a demonstrated ability to be trained to perform complex job functions. Special Qualifications: Possession of a valid Colorado Driver's License. Possession of a Colorado Class D certification within the probationary period. Possession of a Colorado Class C certification within thirty months of employment in this position. Possession of a Colorado Class B certification within forty-eight months of employment in this position. The certificate must be for Water Operations. O&M T II: This is an advanced level labor-trades position that generally requires three or more years of experience with water treatment including experience with advanced treatment processes. College course work may be substituted for one-half of the experience provided the courses were part of a completed degree program, taken within the past 10 years, and have some relationship to water treatment (i.e., chemistry, biology, hydraulics, water quality, etc.). Substitution will be as follows: Associate's Degree or equivalent equals one year of experience, and Bachelor's degree or equivalent equals two years of experience. Similar-industry experience can be substituted for some of the experience requirement depending on length and type of experience. Employees working in this position also fulfill an important public health role for the City and must demonstrate honest and trustworthy work ethics as well as the ability to work in a challenging but supportive work environment. This position requires education and experience required by Colorado Department of Public Health and Environment (CDPHE) to obtain operator certifications.
