LANE EDUCATION SERVICE DISTRICTJOB DESCRIPTIONPOSITION TITLE: Technology Operations ManagerDEPARTMENT/SERVICE AREA: Technology Services REPORTS TO: Chief Information Officer FLSA STATUS/ CLASSIFICATION: Exempt SALARY PLACEMENT: Management, 260 calendar POSITION PURPOSE/SUMMARY: The IT Operations Manager plays a key leadership role within the Technology Service Area, supporting the Chief Information Officer (CIO) in delivering innovative, reliable, and equitable technology services for ESD staff and component districts under the direction of the CIO. This position oversees daily technical operations, assists with CIO budgets, contracts, and procurement to ensure the efficient, compliant, and effective delivery of technology solutions that advance organizational and educational priorities. ESSENTIAL DUTIES AND RESPONSIBILITIES: To provide leadership and staff supervision by: Coordinating hiring processes with HR for assigned positions. Managing onboarding and offboarding of assigned staff. Conducting orientation and training for staff on procedures. Supervising, training, and evaluating assigned Technology Services staff in accordance with ESD personnel policies and procedures. Collecting and reviewing departmental timesheets, if applicable, to assigned staff. Directing, assigning, and reviewing work of assigned staff or interns. Delivering coaching, performance feedback, and professional development opportunities to staff. Helping facilitate meetings, establishing performance goals, and monitoring progress toward departmental objectives. Promoting a culture of collaboration, accountability, and continuous improvement within the service area. To ensure Administrative and Executive Support Serving as assistant to the CIO, maintaining calendars of reports, projects, and events; ensure proactive planning and follow-through. Preparing confidential correspondence, reports, and personnel-related documents including evaluations, disciplinary actions, and salary recommendations. Scheduling and organizing virtual and in-person meetings using approved platforms; preparing agendas and document decisions. Composing and distributing communications to staff, districts, and community partners. Assisting with cybersecurity compliance for ESD and component districts. To provide fiscal and budget management by: Maintaining working knowledge of the Technology Services budget; ensuring all fiscal transactions conform to ESD fiscal policies and procedures. Assisting CIO with preparation, monitoring, and reconciliation of the service area budget. Reviewing and auditing fiscal transactions, billing, and account management activities for accuracy and compliance with state, federal, and grant regulations, and assisting with the drafting of RFPs and Intergovernmental Agreements. Assisting with and approving purchasing, inventory, and billing for technology equipment, software, services, and devices. To oversee technology Operations and Project Oversight by: Managing the department's workflow and project management systems to ensure timely resolution of service requests and project completion, including assisting with the assignments of tickets for assigned staff. Coordinating selection, repair, maintenance, and replacement of technology systems supporting Lane ESD and component districts. Serving as oversight and back-up for account setup, system configuration changes, and permissions management. Overseeing outage and emergency response in accordance with department policies and procedures, serve as oversight and last line of defense for outage alerts outside of business hours, communication, and coordination of work responsibilities to ensure continuity of service. Architectural oversight new projects and processes To manage data and reporting by: Overseeing data archiving systems, discovery requests, retrieval processes, and related reporting. Gathering, compiling, and analyzing operational and fiscal data for reporting and research. Maintaining organized records, documentation, and correspondence for the service area. Gathering and coordinating information for public records requests or legal proceedings as assigned. To provide ongoing support by: Supporting CIO on special projects and initiatives. Performing other related duties as assigned. QUALIFICATIONS AND REQUIREMENTS:Education Bachelor's Degree in an IT-related field, and five years of progressively responsible management experience, or equivalent training/experience. Complete Oregon Public Procurement training modules, as assigned by CIO, within 18 months of hire. Project Management Institute (PMI) certification or similar required; alternate training/experience may be considered; or ability to obtain within 6 months of hire. Google Administration Certifications are preferred Security certifications highly desired. CISSP, ISC2, AI courses or study paths preferred. Experience Five years' experience in K-12 technology operations, networks, systems, and security. Two years' experience supervising and evaluating staff required; three to five years is preferred Two years experience leading and completing IT-related projects involving multiple stakeholders, internal teams, and according to budget and deadline priorities. Five years is preferred. Knowledge, Skills, and Abilities Knowledge of project management, budgeting, procurement, RFPs, and contract administration. Knowledge of technology operations, including ticketing systems, networks, systems, and security. Knowledge of accounting and fiscal procedures. Knowledge of data privacy and compliance regulations. Knowledge of public school operations and associated tools/databases. Skills of organizing and managing multiple projects, priorities, and staff workflows. Skills of analyzing information and preparing clear, professional communications and reports. Skills of leading meetings and delivering effective presentations. Skills of providing technical and administrative support to staff and districts. Skills of maintaining confidentiality in personnel, bargaining, and legal matters. Abilities to interpret and apply policies and regulations accurately. Abilities to work independently, manage competing demands, and meet deadlines. Abilities to communicate clearly, both orally and in writing. Abilities to supervise, evaluate, and train staff effectively. Abilities to maintain accuracy and attention to detail in all work. PHYSICAL DEMANDS: The position requires minimal physical exertion. The specialist is normally standing, walking or sitting as required. Periodically the manager may be required to do some light lifting of materials/supplies up to 30 lbs when transitioning from site to site. WORK ENVIRONMENT/CONDITIONS: Duties are performed in an office environment, training environment, and in schools. This position may require travel between multiple classrooms on one campus.
