Summary This position is located in the Office of the Chief Financial Officer (OCFO), Associate Chief Financial Officer (ACFO) for Financial Policy and Planning (FPP), Budget Division. This position may be used to fill additional/similar positions within OCFO. Selectee will serve in either of the following duty locations: Washington DC: Salary range $ 169,279 - $197,200 or New Orleans LA: Salary range $147,945 - $192,331 Duties Help Participating with the USDA OCFO in the formulation of Department-wide financial policies and programs. Developing and directing a system for coordinated budgetary administration within Office of the Secretary (OSEC). Formulates estimates of funds required to carry out authorized activities of the OSEC and Departmental Staff Offices. Oversees work of staff to support the Departmental Shared Cost Review board in carrying out oversight and review of these activities for reporting to the Secretary regarding Cost center activities and requested resource levels. Supervises work of accountant as needed with Financial Management Services. Directs, or oversees supervisors, or comparable personnel; and/or providing similar oversight of contractors. Serving as principle advisor to the Office of the Secretary (OSEC), the Assistant Secretary Administration (ASA), and Departmental Staff Office Directors and senior management staff on all financial matters. Exercises significant responsibilities in dealing with officials of other units or organizations, or in advising management officials of higher rank. Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Specialized Experience GS-15: Have at least one year of specialized experience, equivalent to the GS-14 level in Federal Service or equivalent responsibility in the private sector/pay systems that equipped me with the particular competencies to successfully perform as a Budget Officer: Such experience includes: 1) Conference travel funding formulation, justification and executing travel funding appropriations; 2) Federal budget and appropriations processes, laws, regulations, policies and procedures governing administrative appropriations; 3) Communicating budgetary matters to multiple levels of a federal agency; 4) Analyzing and validating financial data, drawing and recommending conclusions; and 4) Preparing and developing revised procedures, instructions and guidelines that result in the improvement of travel, grants, debt and financial management. Time in Grade: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. Applicants must have on year of specialized experience at the next lower grade to be considered for the higher grade (e.g. one year at the GS-14 grade level for consideration for the GS-15 grade level). This requirement must be met by the closing date of this announcement. Additional information Selectee will serve in either of the following duty locations: Washington DC: Salary range $ 169,279 - $197,200 or New Orleans LA: Salary range $147,945 - $192,331 This is not a bargaining unit designated position. This position may require occasional travel. This position may be eligible to telework up to four hours per week, based upon the duties of the position. This position may be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements. New supervisors/managers who have never held a supervisory appointment in the USDA, or documented successful completion of either a USDA agency or Department-level approved new supervisor program must complete the USDA-wide approved new supervisor training program. This training must be completed according to all regulations, within one year of beginning the appointment and before the end of their probationary period.
