The Air Force Civilian Service (AFCS) is looking for a full-time Information Technology Specialist (Application/Software), GS-2210-13 to serve as a ServiceNow Platform Product Owner at Headquarters Air Force (HAF), Directorate of Manpower, Personnel, and Services (A1), Digital Transformation Activity Operations (DTAO), Security Operations Center (SOC) at Joint Base (JB) San Antonio - Randolph, in Universal City, Texas. Salary Range: $108,001 to 140,403 based on experience. This position has the authority to set Advance In-Hire Rates for Cyber Workforce Positions for those who qualify. In this role, your primary responsibility as a ServiceNow Platform Product Owner is to turn stakeholder requirements into clear work the team can execute. You will manage the product backlog. You will write user stories with precise acceptance criteria. You will work with developers, architects, and process owners to ensure the team builds the right features. You will support the full agile life cycle from discovery through delivery. Qualifications/Requirements: Must be a U.S. Citizen Must be able to obtain and maintain a Secret clearance Knowledge of Department of War (DoW) Human Resource Management (HRM) Information Technology (IT) systems analysis, and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging application development methods and principles, the feasibility of proposed new systems and applications software projects. and to design, write, program, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the database environment. Knowledge of and ability to apply standards and architectural principles of the Joint Technical Architecture and the DoD Architecture Framework (DoDAF). Knowledge of and ability to apply interoperability guidance of various engineering manuals and instructions. Ability to design, write, program, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the platform environment. Must maintain an Air Force network license and network access, according to Air Force Instruction (AFI) 33-115, Vol 2, Licensing Network Users and Certifying Network Professional and Air Force Manual (AFMAN) 33-282, Computer Security, as a condition of employment. Employee must meet, or be capable of meeting the technical background requirements applicable to the position. The employee must be able to maintain expert knowledge of the Joint Technical Architecture and the Department of Defense (DoD) Architecture Framework. Cyberspace Qualification is a condition of employment. This position includes Cyberspace work as a paramount duty requirement. Per Department of Defense Manual (DoDM) 8140.03, para 4.2.a.(2)., requires foundational qualification requirements within 9 months of assignment to a cyberspace work role and resident qualification requirements within 12 months of assignment to a cyberspace work role. A waiver of these requirements may be granted per DoDM 8140.03. Failure to achieve and maintain the proper Cyberspace Qualification may result in removal from this position. PREFERRED QUALIFICATIONS You understand core ServiceNow applications such as Information Technology Service Management (ITSM), Human Resources Service Delivery (HRSD), Customer Service Management (CSM), or Public Sector Digital Services. You have experience gathering requirements and translating them into platform configurations or custom development. You know how to manage a backlog and write user stories in tools such as ServiceNow, Azure DevOps, JIRA, or similar systems. You understand agile delivery and knowhow to guide a team through sprints and releases.
