About The Agency The Puget Sound Clean Air Agency (PSCAA) is a special-purpose, regional government entity chartered by state law in 1967. The Agency's jurisdiction covers King, Kitsap, Pierce, and Snohomish counties. These four counties are home to more than 4.6 million people, over half the state's population. PSCAA has a vision of healthy air, climate, and environmental justice for the benefits of everyone in Puget Sound. PSCAA is focused on equity, so that no one is more at risk because of where they live or their socioeconomic status. No community in the region should bear disproportionate burdens and exposure from air pollution. The Agency's 2030 Strategic Plan goals are to protect and improve air quality and public health by 1) achieving a 20% overall drop in air pollution from 2022 to 2030, 2) decreasing cancer risk from toxic air pollutants by 50% from 2022 to 2030; 3) protect the climate by reducing contributions to greenhouse gas emissions by 50% compared to 1990 levels overall, and 4) reducing air pollution disparities throughout the Puget Sound. Our Agency is composed of approximately 70 staff members in two main divisions, Compliance and Air Quality Programs. PSCAA's staff bring skill and expertise in compliance, air quality planning, engineering, atmospheric science, air monitoring, information technology, public education and outreach, law, human resources, financial management and administrative services. The Opportunity The Agency seeks an experienced and strategic leader to serve as our next Compliance Director. This position oversees operations of the Compliance Division, which is currently comprised of five teams and 34 staff members. The Compliance Director guides the division by ensuring the Agency meets our regulatory obligations identified in federal, state, and Agency regulations as well as objectives in the Agency's strategic plan. This position supervises five managers and reports to the Executive Director. The successful candidate needs to possess a broad set of technical and management skills; a strong understanding of air quality permitting and regulatory compliance; and the ability to act as a leader across the Agency in partnership with our General Counsel and our Air Quality Programs Director in support of the Executive Director. The Compliance Director works in cooperation with General Counsel frequently to review and coordinate any enforcement action the Agency takes and on matters involving compliance litigation. The ideal candidate will have ten years of progressively responsible experience in air quality permitting and regulatory compliance, including six years of supervisory experience. Additionally, a Bachelor's Degree from an accredited college or university in Environmental Science, Environmental Policy, Chemistry, or Engineering is required. A Professional Engineer (PE) license is desired but is not required. Compliance Division The Compliance Division is primarily responsible for ensuring Agency and the sources we regulate compliance with all regulatory obligations and is made up of five teams: Engineering, Inspection (2), Technology, and Compliance Systems & Administrative Services. The Engineering team is responsible for writing permits for proposed projects at air emission sources, determining compliance with applicable sources, and air operating permits. The two Inspection teams are responsible for reviewing and assessing compliance at regulated facilities, investigating complaints, and conducting field inspections on registered and non-registered sources. Inspectors are required to audit and investigate asbestos abatement and demolition projects in our service area. The Technology Department provides and supports the Agency's entire technology infrastructure, as well as Help Desk user support. Additionally, the team develops custom software applications and databases to support the unique operational needs. The Compliance Systems & Administrative Services team manages administrative staffing, data management through paper and electronic records, and compliance projects and analysis. All Compliance departments interface with our financial and communications strategies to meet Agency-wide deliverables in the Strategic Plan. The Position The Compliance Director provides key strategic leadership and coordination for the Agency on a variety of needs. This position is a 360-degree responsibility, providing insights and recommendations to the Executive Director, partnering with peer Directors of the Agency, providing growth opportunities to the management team, and steady leadership for all staff members. Opportunities for improvement and awareness of changing circumstances need to be considered and brought forward to the leadership team to ensure we are achieving our mission in an effective, efficient, and equitable manner. This position is responsible for ensuring the Agency meets all regulatory requirements while providing guidance on air permitting and air regulation compliance actions to management and staff, partnering with our General Counsel for all Compliance-related litigation actions, and supporting the five Compliance teams to deliver on objectives in the Agency's 2023 Strategic Plan. The Compliance Director leads with strong technical knowledge, a high level of integrity, clear communication, and a commitment to the environment and the well-being of the people in the Puget Sound area. This position will support a positive, productive, and collaborative work environment while demonstrating an ability manage in an environment of change. This requires flexibility, navigating complex situations with clarity and a willingness to receive meaningful feedback.
