Overview: The Lower Elwha Klallam Tribe's Housing Program Manager is responsible for overseeing the Lower Elwha Housing Department ensuring compliance with applicable Tribal, federal, and funding regulations, including Tax Credit, Native American Housing Assistance and Self-Determination Act (NAHASDA), and U.S. Department of Housing and Urban Development (HUD) requirements. Under the direction of the Executive Director, the Tribe's Housing Program Manager implements approved policies and strategic objectives and is accountable for all program outcomes related to budgeting, staffing, and service delivery. Responsibilities include oversight of existing housing units, rehabilitation of family-owned homes, and the development of new housing projects. The Tribe's Housing Program Manager serves as the primary liaison between the Housing Committee and the Business Committee, in support of the Tribal housing priorities ESSENTIAL FUNCTIONS OF JOB: Provide overall program oversight and manage day-to-day operations of the Housing Department. Hire, train, supervise, and evaluate staff to ensure effective program delivery and participant support. Oversee financial management and reporting, including development and monitoring of operating, rehabilitation, and construction budgets; Tax Credit projects; procurement; and annual financial audits. Plan, direct, and coordinate activities approved in the Indian Housing Plan (IHP), including oversight of existing housing units, rehabilitation projects, and new housing development projects, ensuring goals are achieved within approved timelines and funding parameters. Assist in developing and managing construction and rehabilitation contracts, utilizing efficient and effective contract strategies, including but not limited to management-at-risk policies. Ensure compliance with Tribal law, NAHASDA, HUD regulations, Tax Credit requirements, and grant conditions to protect and preserve assets. Ensure compliance with 2 CFR Part 200 (Uniform Administrative Requirements), Environmental Review requirements (24 CFR Part 58), Davis-Bacon (when applicable), Section 3, and all other applicable federal regulations. Develop and supervise Request for Proposals and coordinate initial inspections to ensure HUD compliance. Identify and secure new funding sources to support IHP initiatives and leverage additional resources from agencies and organizations. Represent the Lower Elwha Housing Department at meetings and engagements. Develop short- and long-range housing development plans aligned with Community needs and priorities. Monitor operations and subcontractor performance, address deficiencies, and implement corrective actions, while ensuring a safe work environment. Maintain accurate program records and reporting systems, including HUD reporting platforms and housing management databases. Establish and maintain internal controls to safeguard program funds and Tribal assets, and prepare for monitoring reviews and audits conducted by HUD and other funding agencies. Perform additional duties and responsibilities as assigned, which may be temporary or permanent as necessary. DESIRED QUALIFICATIONS Master's degree in business administration, public administration, community development, planning or closely related field; or equivalent combination of education and experience is required. Minimum of ten (10) years of progressively responsible experience in housing development or housing program administration. At least three (3) years of administrative, supervisory, or management experience. Comprehensive knowledge and understanding of the HUD Indian Housing Program, NAHASDA, Indian Housing Block Grant (IHBG) funding, Low-Income Housing Tax Credit project development, and federal housing regulations. Experience with contracts and grants preparation and management, budgeting, audits, and property management. HUD certification(s) or NAHASDA training credentials. Valid state-issued driver's license required. KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED FOR THIS POSITION: Experience developing, implementing, and completing the IHP and Annual Performance Report, including knowledge of submission requirements and review processes. Strong understanding of the NAHASDA and the IHBG requirements, including applicable laws and regulations. Knowledge of the Lower Elwha Klallam Tribe and surrounding Community. Proficiency in Microsoft Office and standard office equipment and communication systems. Strong interpersonal communication skills. Ability to work effectively with Tribal leadership, staff, external partners, and residents in a diverse community. Ability to identify and secure alternative funding and revenue sources. Strong fiscal management skills, including budgeting, financial analysis, and reporting. Collaborative leadership and sound organizational decision-making abilities. Ability to develop and implement policies, procedures, and data collection systems, reporting mechanisms and program evaluation tools. Promote culturally responsive housing policies and services that reflect Tribal values, traditions, and community priorities. PHYSICAL REQUIREMENTS Stamina to work 40 hours per week, primarily in an office environment. Ability to lift and carry up to 20+ pounds. Must pass a pre-employment background check and drug screening. Ability to read handwritten and electronic documents. Ability to manage stress in a fast-paced work environment.
