Introduction The Wisconsin Department of Children and Families (DCF), Division of Management Services (DMS), Bureau of Finance (BF) is currently recruiting to fill a Deputy Finance Director position. This position may allow hybrid work for a portion of the work schedule up to 95% depending on the employee's preference and needs of the work unit. Position Summary This position serves as the Deputy Bureau Director of Finance and is responsible for providing direction and leadership to the day-to-day Finance operations for the Department of Children & Families (DCF). This position is responsible for supervising the functions and programs of all sections within the Bureau of Finance and leads a cross-functional team of accountants, procurement specialists, auditors, collections specialists and various finance professionals. View the complete position description . Salary Information The classification title for this position is DCF Manager . The starting salary is between $50.00 and $59.83 per hour ($104,000 and $124,446 annually), depending on qualification s. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. Pay for current state employees who are transferring will be determined based upon the pay on transfer rules (higher level duties or equity) as outlined in the compensation plan in effect at the time of appointment. The pay schedule/range is 81-01. A two-year career executive trial period may be required. Job Details Due to the nature of the position, final candidates will be required to complete a comprehensive fingerprint-based background investigation to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled. Qualifications Minimally qualified applicants will have: Experience supervising and leading professional staff (e.g. hiring, training, coaching, mentoring, evaluation, problem resolution, performance monitoring, discipline, etc.) Experience leading, directing and administering day-to-day fiscal operations (e.g. accounts payable, accounts receivable, accounting, grant administration, procurement, purchasing, contracting, collections, audit, purchasing card, cost allocation, and/or contract monitoring) Experience developing and implementing financial-related policies and procedures. Well-qualified applicants will have: Experience coordinating and/or leading the design, implementation, and maintenance of fiscal IT systems. Experience working with government finance and/or budget systems and methods (e.g. federal/state/local budget and fiscal procedures, government procurement rules, state and federal regulations, etc.) Experience supervising and leading supervisory staff in a fiscal or budget related field. Experience leading teams using change management, project management, and/or continuous improvement principles and best practices.
