Northrop Grumman is currently seeking a Pricing Analyst - Level 2, to join our team in San Diego CA. The Pricing Analyst - Level 2 plays a key role in the organic and future growth of the business by managing proposal efforts from receipt of request for proposal (RFP) through contract award. This individual is a key member of sole source, competitive sector and/or corporate priority win teams and will act as a key developer of winning bids. In this job, you will: Plan and manage proposal efforts. Compile cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications, company policies, and government regulations. Coordinate with contributors from cross-functional organizations to ensure quality proposals are submitted within customer deadlines. Work closely with Program Management and Supply Chain Management to ensure supplier quotes comply with requirements. Research and critically analyze large volumes of data using spreadsheet and data mining skills to isolate and prioritize key data. Work with the proposal team to develop creative solutions to complex contractual issues. Summarize and present detailed proposal information in internal management reviews and customer fact-finding meetings. Develop negotiation strategies and participate as a member of the contract negotiating team. Other duties as assigned. Additional Qualifications/Responsibilities Basic Qualifications: Bachelor's degree with 2+ years of professional proposal, pricing and/or financial experience - OR - Master's degree with 1+ years of professional proposal, pricing and/or financial experience. Will consider an additional 4+ years of experience in lieu of degree. Proficiency in Microsoft Excel, PowerPoint, and Word. Experience working with and managing proposals. Experience conducting cost analysis and risk modeling. Must have the ability to obtain and maintain a U.S. Government DoD security clearance. US Citizenship is a prerequisite. Preferred Qualifications: Active U.S. Government DoD Top Secret Security Clearance. Certified Estimating Professional (CEP). Project Management Professional (PMP) Certification. Understanding of Earned Value Management (EVMS), Estimate at Completion (EACs). Experience with probability modeling (@Risk or Crystal Ball). Knowledge of FAR/DFARS and other Government Regulations. Proficiency in Pro Pricer or similar Pricing Tools. Experience working with Basis of Estimate (BOE) and analyzing BOE quality. Experience with advanced Excel functionalities. Experience with parametric modeling. Experience with financial transactions in SAP and/or Cost Point.
