Salary : $93,246.40 - $125,881.60 Annually Location : Eugene, OR Job Type: Full-Time Limited Duration Job Number: 04357 Department: Central Services Department Division: Information Services Division Opening Date: 02/11/2026 Closing Date: 3/4/2026 5:15 PM Pacific General Statement of Duties The Technical Project Manager is responsible for managing IT infrastructure projects for the Information Services Division, including network, systems, and data center. The role coordinates all activities associated with new project implementations, including gathering requirements, planning, budgeting, resource allocation, post implementation review and turnover to operations and service desk teams for ongoing support. If you are a current City of Eugene employee, you will not have rights back to your previous position. Limited Duration employees are at-will and do not have a probationary period. Examples of Duties Performed - Duties may include but are not limited to the following The role requires strong collaboration with the Network Operations (NetOps) team and ISD leadership. The role will participate in NetOps and other team meetings to gather knowledge, build strong relationships and move projects forward using the appropriate methodologies (agile, predictive, or hybrid) on projects using shared resources. This role will also work to develop and implement best practices, processes, and toolsets for effective team and customer communication. This position wears many hats: business analyst, project manager, and coordinator. It requires excellent collaboration skills and an aptitude for teambuilding, communication, facilitation, and organization. Develop and manage a detailed project schedule and work plan. Create and maintain resource utilization plans to effectively manage project staff assignments. Prepare budgets and track project costs to achieve the targeted budget. Update stakeholders about progress on a regular basis while working with resource managers to effectively align resources across projects. Utilize industry best Project Management practices, techniques, and standards through execution of projects. Monitor progress and make adjustments as needed to achieve target completion. Prepare and maintain project reporting tools, including weekly status reports, MS Project plans, etc. Present to ISD Leadership team on project status and risks as needed. Minimum Qualifications Experience Five years five years of experience in IT infrastructure project management or operations. Education Bachelor's degree from an accredited college or university in information systems management, business, or related field or equivalent experience. Background Must pass a criminal background check. Certifications (preferred) ITIL version 3 or 4 certification (ability to obtain within 90 days) CJIS level 3 certification (ability to obtain within 90 days) The ideal candidate for the Data Center Technical Project Manager role: Can recognize and quantify risks associated with a major data center change and create mitigation plans. Has excellent communication and planning skills to work inter-departmentally and address stakeholder needs and concerns. Understands the interdependencies underpinning the critical path of large data center projects and works proactively to ensure timelines do not slip. Supplemental Information WORKING CONDITIONS Work in this class is done generally in an office environment. Required to sit, keyboard, listen or speak for extended periods. May be required to crawl under desks and workstations and lift computer equipment, frequently up to 30 pounds and occasionally up to 60 pounds. Work includes operating a variety of office equipment. Work activities include bending, stooping, and kneeling. Bilingual Pay Benefits This benefit compensates non-represented employees up to 5% of their base salary. To qualify for bilingual pay, the employee must demonstrate fluency in an eligible language and pass a language proficiency test that is administrated by the City's Employee Resource Center division. Non-Represented Retirement Program Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees' Retirement System (PERS). In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%. From January 1, 2020, through December 31, 2034, most retirees may work for a PERS-participating employer for an unlimited number of hours while continuing to receive their pension benefit based on HB 2296.
