Possession of a current and valid New York State license to practice as a Professional Engineer; OR Graduation from a regionally accredited college or university with a Bachelor's Degree or higher in Engineering and possession of a current and valid Engineer in Training (EIT) certificate; OR Graduation from a regionally accredited college or university with a Bachelor's Degree or higher in Engineering and two (2) years of full time paid civil engineering experience; OR Graduation from a regionally accredited college or university with an Associate's Degree in Engineering and four (4) years of full time paid civil engineering experience. If required to drive a city vehicle, must possess and maintain a valid NYS driver's license throughout employment. If appointed under the Professional Engineer (PE) or Engineer In Training (EIT) qualifications (1 or 2) you must maintain those certifications throughout employment. Degree must have been awarded by a college or university by a regional, national, or specialized agency recognized as an accrediting agency by the US Department of Education/US Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. DUTIES: Responsible for technical engineering and administrative duties in the overall planning and operation of the City of Saratoga Springs water and sewer utilities infrastructure. The engineering aspect pertains to the water distribution system, water treatment plants, sewer collection system, and sewer pump stations. General supervision is received from the Commissioner and Deputy Commissioner of Public Works, with direct supervisor from the City Engineer. Direct supervision may be exercised over various staff temporarily assigned to assist with projects. The incumbent performs related work as required. TYPICAL WORK ACTIVITIES:The duties listed are intended only as illustrations of the various types of work performed. Develops master plans for water and sanitary sewer system improvements, expansions and rehabilitation. Assists the City Engineer and Assistant City Engineer in technical, administrative and financial aspects of a major utilities' infrastructure expansion and rehabilitation projects. Manages consultants, engineers, architects, and contractors involving utility collection system, distribution system, and treatment plant modifications, expansions and rehabilitation projects. Performs design work for underground utilities, including water, sanitary, and stormwater. Performs complex engineering calculations and prepares detailed design drawings for collection system rehabilitation and treatment plant expansion and improvements projects. Analyzes collection and treatment systems for operational efficiency and prepares recommendations to increase efficiency and performance; Develops specifications for procurement of goods and services including preparation of bid proposals, negotiations with bidders and recommendation of bid awards. Manages the utilizes mapping in the Geographic Information System (GIS), including development and management of sewer collection system asset inventory and preventative maintenance programs; Water distribution system asset inventory and maintenance programs. Works with consultants, engineers, architects, etc. to help coordinate treatment plant expansion, ground water and well development, testing, evaluation; performs some engineering work in design, construction and project management related to water supply, treatment, transmission, pumping and distribution. Establishes and assists in modernization and updating of water meter installation, and the meter testing and reading program, including Centralized Automatic Meter Reading. Responsible for assessing customers' needs and assisting in improving customer service and relations. Establishes programs related to these needs; Utilizes Microsoft Office (Word, Excel, Access, and Power Point) products to assist in the development of technical products.
