The State Skills Observer plays an essential role in supporting Utah's healthcare workforce by verifying nursing assistant skills competency in accordance with Utah Nursing Assistant Registry (UNAR) requirements. In this position, Observers evaluate test candidates by assessing five randomly selected skills from the categories of vital signs, oral care and feeding, ambulation and transfer, toileting, and miscellaneous skills. Upholding the highest standards of fairness and professionalism, State Skills Observers report to the assessment center at the contracted testing facility and serve as employees of the contracted testing provider, Ogden-Weber Technical College. They operate under the direction of UNAR, the Director of UNAR, and the State Skill Specialist, ensuring every candidate experience reflects our values and supports a culture of trusted, skill-based evaluation. Essential FunctionsMust complete the required four (4) hour in-person training by the UNAR State Skills Examiner Specialist and be found competent in all requirements and skills. Must follow all federal regulations, state rules, and UNAR policies and procedures. Abide by all stipulations in the Memorandum of Understanding between UNAR and the contracted testing facility. Verify candidate identification before skills examination. Performs skills competency evaluations for nursing assistant certification. Keep lab clean and organized before and after skills exam. Make sure supplies needed for skills exam are available. Cooperate with the assessment center in scheduling all skills. Provide a safe environment for the candidate(s) testing. Demonstrate leadership skills and knowledge of skills being tested, including vital sign, oral care and feeding, ambulation and transfer, toileting, and other miscellaneous skills. Demonstrate strong customer service skills and professionalism in all interactions with candidates, faculty, and staff. The hours for this position are 3:00 to 6:00 PM twice a week in the testing center and two weeks every May and December at our partnering high schools. Additional hours in the testing center may be requested as needed. The testing center hours are Monday through Thursday from 8:00 AM to 8:00 PM and Friday from 8:00 AM to 4:00 PM. Hours subject to change. Consistent attendance is essential to fulfilling the responsibilities of the role and maintaining a productive work environment. The incumbent shall perform other duties as assigned. RequirementsMust be a registered nurse with an active license to practice in the state of Utah and in good standing with the Division of Occupational and Professional Licensing. One year of documented practical experience in the provision of long-term care facility services or caring for the elderly or chronically ill of any age. Preference will be given to individuals that have previous experience as a Nursing Assistant in long-term, homecare and hospital settings. Must be proficient with computers and iPads, Microsoft Office, and iOS navigation. Spanish speaking proficiency desirable. Physical Requirements: Work is a combination of sitting comfortably at a desk and physical exertion which includes walking for long distances and standing for extended time periods. Ability to stand, walk over rough surfaces, bend, crouch, stoop, stretch, reach, lift moderately heavy items (up to 20 lbs.) in a recurring manner and/or for long periods of time. Risks found in the typical office setting, which is adequately lighted, heated, and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc. Additional Information WORKING HOURS: Two days per week, 3:00 p.m. to 6:00 p.m., with additional availability for two weeks in December and two weeks in May.
