Security Assistance Program Manager Provide technical advice and assistance for total package fielding of equipment, training, and other services related to the Security Assistance (SA) program. Analyze Department of Defense and Army regulations, rules, and policies in order to translate laws into program goals and services. Perform the full range of supervisory functions while planning and carrying out program and procedural development and administrative functions. Establish and maintain liaison with foreign government personnel involved in the U.S. Army Security Assistance Command (USASAC) program. Requirements include: Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required. This position has been designated as "Key" and shall not be vacated during a national emergency or mobilization. This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations. This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed. This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time. The position requires DoD SC Workforce (SCW) Certification. The incumbent must complete certification-related training requirements in the SC Area of Concentration (AoC) within the timeframe associated with the position's SCW certification level. Complete appropriate Civilian Education System (CES) training within twelve months of assignment. Specialized Experience: One year of specialized experience which includes 1) Providing technical advice on total package fielding of equipment, training, and other services related to the foreign military sales program; 2) Carrying out procedural development and administrative functions; 3) Directing staff in performing logistics management and foreign military sales functions; 4) Advising, counseling, and instructing employees on work to be performed; AND 5) Identify developmental training needs of subordinates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Additional information: Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
