Job Title: Organizational Analysis Professional Performs complex (journey-level) professional organizational analysis work for the Strategic Initiatives and Performance Improvement division. Work involves conducting studies and evaluations, analyzing systems and programs, maintaining and managing records, evaluating and implementing technology resources, and preparing operations and procedural manuals to facilitate more efficient and effective operations. Works with other divisions and departments to develop work products, provide technical consultation, and execute goals and objectives for assigned projects. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. NOTE: Must complete in-service and other training in person the Director of SIPI deems mandatory. Any mandatory training that occurs outside of the greater Austin area will involve travel, which may include overnight stays. Collects, reviews, analyzes, and reports on performance measures. Configures, prepares, and submits required reports to the Legislative Budget Board in a timely and accurate manner. Maintains documentation of activities, communications, and reports for auditing and historical purposes. Analyzes data to identify trends, anomalies, and patterns and develops reports based on findings. Creates training materials, presentations, and guidance documents to support the program. Maintains collaborative relationships with the Innovation and Technology division (ITD) to understand systems and reporting logic. Works closely with leadership and subject matter experts in divisions and departments to achieve objectives. Organizes and analyzes performance measures to meet program objectives. Keeps records of performance measure definitions and collaborates on updates. Tracks historical data, prepares projections, and supports leadership in setting performance measure targets. Reviews and evaluates changes in agency programs or operations to identify impact on performance measures and reporting. Ensures proper organization and documentation of information for consistency and reliability. Collects and analyzes data in areas such as training, data governance, policymaking, and other SIPI responsibilities. Supports the division's evaluations of structures, processes, and programs for efficiency and effectiveness and makes recommendations to leadership. Consults with management to identify projects and define scope, timeframe, and deliverables. Interprets historical, current, and projected data to identify problems, causes, and areas and make recommendations. Develops and/or maintains dashboards and platforms to display and manage data in an accurate and simple way. Prepares and provides documentation and/or training materials as needed. Provides technical consultation. Researches, recommends, and implements technology tools and practices for improved organization and efficiency. Develops new or modifies existing administrative policies, procedures, and processes and recommends changes to implement appropriate data collection, reporting, and/or recordkeeping processes. Suggests analytical tools, organizational systems, or technology to be used for projects. Supports divisional programs by hosting materials via the Community site (as requested). Schedules meetings and communicates with TABC staff to execute goals and objectives of programs and projects. Conducts special projects. Performs related work as assigned. Minimum Qualifications: Graduation from an accredited four-year college or university with major coursework in statistical analysis, mathematics, business, organizational leadership, or a related field AND two (2) years of full-time experience analyzing data or work problems, interpreting complex material, and coordinating program requirements using Microsoft Excel. Experience and education may be substituted for one another. Preferred Qualifications: Experience with LBB performance measures. Knowledge of: Statistical analysis processes and techniques for public administration and management, research, training and marketing, and program management. Skills in: Strong numerical reasoning. Microsoft Excel, including the creation and use of pivot tables for data analysis and application of formulas to calculate, summarize, and interpret data. Microsoft Word and Outlook, the internet, and other applications and programs. Conducting research, collecting and analyzing data, evaluating information, and drawing logical conclusions. Time management i.e., working with multiple employees, projects, and deadlines. Applying various analytical and reporting methodologies based on needs of project Ability to: Respond to inquiries in a timely and professional manner. Use agency information systems such as SSRS Reports, SharePoint, Insight Solutions, and other business intelligence software. Use the Legislative Budget Board's ABEST system to fulfill agency reporting requirements. Plan, organize, and monitor the work of staff to accomplish organizational goals and initiatives. Effectively work and communicate with a range of agency staff and stakeholders. Write clear, concise, and logically organized reports and presentations. Learn general operations conducted by divisions as well as a basic understanding of the Texas Alcoholic Beverage Code, Texas Administrative Code, and agency policies and procedures. Collect, review, organize, analyze, and report on data. Perform other duties as assigned and travel as assigned. Registration, Certification or Licensure: Possess a valid Texas driver license, if applicable. Additional certifications may be required to be registered, certified, or licensed in a specialty area. Physical Requirements and/or Working Conditions: This position functions in a standard office environment. Must be able to move around the office to access filing cabinets, office equipment and move up to 20 pounds. Must be able to communicate and exchange information via phone, computer, in person and via electronic media. Must be able to perform repetitive use of a keyboard at a workstation. Must be able to work with overlapping deadlines. This position is expected to work in the office but may be eligible for situational or hybrid telework schedule upon completion of an initial probationary period. For teleworking, must have a secure, dedicated workspace with internet service, ability to maintain a reliable consistent work schedule and be available for meetings and group collaboration via Microsoft Teams or other platforms/applications during regular business hours. In compliance with Senate Bill 321, agencies that hire a person who has retired from the Employees Retirement System (ERS) or the Law Enforcement and Custodial Officers Supplemental Fund (LECOS) on or after September 1, 2009, are required to remit a surcharge each month the return-to-work retiree is employed. Health Insurance: Employees are provided comprehensive health coverage which includes prescription drug and vision benefits. Full time (30 hours or more a week) employees: the State pays 100% of the employee's premium and 50% of the dependent's premium.
