Job Description

HR Role The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana. Bring your expertise to a dynamic HR role where you'll serve as a key technical consultant for the Office of Group Benefits (OGB) and the Flexible Benefits Plan. This position manages complex benefits enrollments, reconciliations, retirement, and FMLA processes, and ensures compliance with ACA, HIPAA, and Section 125 regulations. You'll advise leadership on benefit changes, serve as a liaison with plan representatives, and play a critical role in safeguarding accurate payroll deductions and insurance coverage for employees across the department. Minimum Qualifications Three years of human resources experience; OR six years of full-time experience in any field; OR a bachelor's degree. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Duties and Other Information Job Duties: Serves as a technical consultant for the Office of Group Benefits (OGB) and Flexible Benefits Plan, providing expert guidance on eligibility, HIPAA portability, ACA compliance, Section 125 regulations, and plan provisions to staff, leadership, and employees statewide. Administers complex benefit enrollments, late applications, family status changes, terminations, and annual enrollment processes, ensuring accurate entries and premium adjustments in LaGov HCM. Performs reconciliation of OGB invoices and payroll deductions for active employees, retirees, and surviving spouses; monitors leave without pay and FMLA reports to ensure proper premium collection and remittance. Ensures Affordable Care Act compliance by offering coverage to eligible employees, monitoring ACA reports, processing waiver documentation, and generating 1095-C reporting information. Oversees and audits miscellaneous deductions (vendor insurance, credit unions, United Way, etc.), verifies accuracy against source documents, researches discrepancies, and processes corrections in LaGov HCM. Assists employees with retirement counseling and documentation, processes retirement actions in LaGov HCM, and reviews FMLA requests to determine eligibility in accordance with policy and federal regulations. Reviews proposed benefit program changes, advises leadership on potential impact, disseminates information department-wide, participates in meetings, and supports special projects and compliance initiatives to ensure smooth Payroll and Benefits operations.
