Job Description The Texas Department of Licensing and Regulation (TDLR) is seeking a QA Test Manager to support modernization initiatives within its IT Division. This role is responsible for leading and overseeing all quality assurance and testing activities throughout the full software development life cycle. The QA Test Manager will serve as the primary point of contact among the IT Division, business users, subject matter experts, and vendor staff. The position requires strong leadership in defining testing strategies, managing defect lifecycles, and ensuring that user acceptance testing (UAT) exit criteria are met for agency modernization projects. Responsibilities Lead and oversee all QA and testing activities, including user acceptance, performance, accessibility, interface, security, and data conversion testing throughout the software development life cycle. Define, review, and maintain the UAT strategy for TDLR modernization projects, including providing guidance to the team during Soft UAT phases. Coordinate resources and subject matter experts (SMEs) for all review and testing activities. Act as the primary point of contact between the IT Division, business users, and vendor staff, including coordinating sprint review feedback. Review vendor-supplied test cases in collaboration with SMEs, and work with business users to create and update test cases, execute testing, and document results. Lead triage efforts and manage the tracking, prioritization, and resolution of defects; review defects for recurring themes and conduct root cause analysis. Provide and review weekly updates on UAT progress, defect status, and requirement traceability and coverage. Ensure UAT exit criteria are satisfied and obtain final sign-off from the business prior to project milestones. Provide training and mentoring to testing team members and coordinate scheduling of testing staff, activities, and meetings. Perform other duties as assigned by the Project Manager. Requirements Minimum Qualifications 7 years of experience overseeing user acceptance, performance, accessibility, interface, security, and data conversion testing. 7 years of experience managing, performing, monitoring, and reporting on test activities on modern technology platforms. 7 years of experience reviewing, updating, and creating test strategies, test suites, and test cases. 7 years of experience documenting and reporting test results, data conversion and integration issues, and problem incident reports (PIRs) and defect status. 7 years of experience providing training and mentoring to testing team members. 7 years of experience coordinating scheduling of testing staff, test activities, and meetings. 7 years of experience with test tools such as Jira, TestSavvy, JUnit, Selenium, Microfocus UFT, SQL, or equivalent tools. 7 years of experience and demonstrated understanding of the full software development life cycle, with specific emphasis on the testing discipline, including experience in both Agile and Waterfall methodologies. 7 years of demonstrated leadership, communication, organization, planning, and problem-solving skills in a testing or QA capacity. 4 years of experience with performance monitoring tools such as JProfiler, JMeter, or equivalent tools. Preferred Qualifications 4 years of experience with Salesforce. 4 years of experience working directly with a Texas state agency as an employee or contractor in a QA Test Manager role. 4 years of experience as a team leader or project manager. Additional Requirements All candidates are subject to applicable Texas Department of Licensing and Regulation screening and compliance requirements. Any travel, per diem, parking, and/or living expenses are the sole responsibility of the candidate and/or their vendor. Pre-approved travel away from the primary work location must comply with State of Texas travel rules and rate schedules, including requirements for original receipts. Work Location and Schedule Location: 1106 Clayton Lane, Austin, Texas 78723. Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. The candidate may be required to work outside normal business hours, including evenings, weekends, and holidays, as requested and pre-approved by TDLR. Work Arrangement: On-site.
