Job Posting Title: Clinical Research Financial Operations Manager ---- Hiring Department: Dell Medical School ---- Position Open To: All Applicants ---- Weekly Scheduled Hours: 40 ---- FLSA Status: Exempt ---- Earliest Start Date: Immediately ---- Position Duration: Expected to Continue ---- Location: AUSTIN, TX ---- Job Details: Purpose The Manager, Clinical Research Financial Operations leads day-to-day financial operations that enable compliant, accurate, and auditable billing and revenue workflows for clinical research. This role integrates coverage analysis outputs into EHR and CTMS workflows and implements controls that reduce research billing risk (e.g., double billing, billing non-covered services). The Manager typically reports to a Director within Research Administration and works closely with Principal Investigators and study teams, IRB/Research Administration, Revenue Cycle/HIM/Coding, Compliance/Internal Audit, Legal/Contracts, and IT teams supporting EHR and CTMS integrations. Peer roles include Manager, Research Charge Analysis; Manager, Clinical Research Budget & Billing Compliance; Research Billing Compliance Manager; and Supervisor, Clinical Research Accounts. Responsibilities Direct Clinical Research Billing Compliance and Financial Controls Manages research billing compliance workflows that ensure accurate distinction between routine care and research-only services in accordance with CMS clinical trial billing rules and institutional policy. Integrates coverage analysis determinations into operational billing workflows to prevent double billing, inappropriate participant charges, or sponsor misbilling. Oversees research charge review and resolution processes in the EHR to ensure charges are routed and billed correctly. Partners with Finance, Compliance, Revenue Cycle, and Legal to identify, escalate, and remediate potential billing risk and audit findings. Oversee CTMS Financial Configuration and Lifecycle Management Leads financial calendar build, study activation, amendment updates, and maintenance in the Clinical Trial Management System (CTMS). Ensures CTMS financial schedules accurately reflect approved budgets, coverage analysis decisions, and protocol requirements. Coordinates EHR-CTMS integration workflows to support compliant visit routing, billing execution, and downstream reporting. Manages change control processes to maintain financial accuracy across the study lifecycle from activation through closeout. Lead Quality Assurance, Monitoring, and Performance Reporting Develops and monitors key performance indicators (KPIs) related to billing compliance accuracy, workflow timeliness, audit outcomes, and financial reconciliation cycles. Conducts or oversees periodic audits and quality reviews of research billing and financial workflows. Prepares and presents operational and compliance performance reports to research leadership and governance committees. Drives continuous improvement by identifying root causes of defects and implementing corrective and preventive actions. Provide Operational Leadership, Team Management, and Training Supervises and develops staff responsible for research billing compliance, CTMS financial operations, and reconciliation activities. Establishes standardized procedures, job aids, and training materials for trial financial workflows and system usage. Leads operational change management efforts for departments transitioning to centralized research financial processes. Engages clinical departments and ancillary services to support research readiness and operational adoption. Required Qualifications Bachelor's degree in Healthcare Administration, Finance, Business, Public Health, Nursing/Allied Health, or related field 5 years in clinical research financial operations, research billing compliance, coverage analysis (MCA/PRA), clinical trial budgeting, research charge review, or healthcare revenue cycle functions with direct research billing exposure. Experience supervising staff and/or leading operational workflows/programs in a matrixed environment. Demonstrated experience converting coverage analysis results and approved budget decisions into standardized operational workflows within CTMS and/or EHR systems (such as Epic Research, Resolute, OnCore, Velos, Forte, or comparable platforms). Preferred Qualifications Master's degree in Healthcare Administration, Business Administration, Public Health, Finance, or related field. 10 years in academic healthcare or large health system financial/compliance operations. Advanced knowledge of coverage analysis, clinical research billing workflows, and Epic research billing modules. CRA (Certified Research Administrator) CHRC / CHC (Healthcare Research Compliance / Healthcare Compliance Epic and/or CTMS (e.g., OnCore) proficiency/certification Salary Range $91,197 + depending on qualifications Working Environment / Equipment Standard office equipment Repetitive use of a keyboard May be exposed to such occupational hazards as communicable diseases, blood borne pathogens, ionizing and non-ionizing radiation, hazardous medications and disoriented or combative patients, or others. This position has the option to elect the Optional Retirement Program (ORP) instead of TRS, subject to the position being 40 hours per week and at least 135 days in length.
