Overview GovCIO is excited to announce an opening for a Lead Mainframe Developer to enhance, maintain, and update vital applications that support the DCSA background investigation processes. This role will provide architecture, development, and cybersecurity support for the High Value Assets (HVAs) within the background investigation system. This is a hybrid role that allows for primarily remote work while requiring occasional visits to client sites. Responsibilities In this position, you will collaborate with the Defense Counterintelligence Security Agency (DCSA) to support the Background Information Systems (BIS) and other critical background investigation systems. You will play a key role in gathering requirements, analyzing processes, developing solutions, testing applications, and providing operational support for mission-critical applications used in background investigations. As a dedicated member of the development team, you will engage in both operational maintenance (O&M) and enhancement initiatives. Your role will necessitate communication and collaboration with various teams involved in infrastructure, networking, security, and application support. ServiceNow will be the primary workflow management tool utilized in your tasks. Key responsibilities include: Engaging with clients and stakeholders to capture and understand user requirements. Utilizing Atlassian tools, including JIRA, to track requirements effectively. Designing solutions that address customer needs efficiently and effectively. Collaborating with other development team members to achieve project goals. Developing software using Natural with ADABAS. Creating and maintaining software processes for file transfers with Connect Direct software. Building and maintaining JCL for batch processing applications. Creating and managing queues and flows utilizing IBM MQ. Anticipating customer and project needs while proactively proposing suitable solutions. Qualifications To be successful in this role, candidates should possess the following qualifications: Bachelor's degree with 12+ years of relevant experience, or equivalent experience. A minimum of 15 years of experience in large-scale applications on mainframe platforms, developing both in Batch and Online environments. Expert proficiency in programming with Natural using ADABAS. Experience with Software AG's NaturalONE Eclipse-based development environment. At least 5 years of experience collaborating with customers to define requirements. Strong design skills across multiple systems or sub-systems. Experience interacting with software application development and management personnel. Proficient in using O365 components such as Word and Excel. Exceptional written and verbal communication skills. Clearance Requirement: US Citizenship and ability to hold a TS Security Clearance. Preferred Skills and Experience The following qualifications are preferred: Active Top-Secret security clearance or higher. Familiarity with IBM's Connect:Direct for file transfers. Experience with IBM MQ. Proficiency with Confluence and JIRA. Knowledge of ServiceNow. Experience hosting meetings through MS Teams. The final base pay offered may vary based on several individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity.
