Job Class: 1226 Chief Payroll/Personnel Clerk Salary Range: $97,552 - $118,580 Appointment Type: TPV (what does this mean?) Overview of the Position As the 1226 Chief Payroll/Personnel Clerk you will report to a Business Services Department Supervisor, be a part of the Payroll Department and a district leader in Payroll Operations. Under general direction, the 1226 Chief Payroll and Personnel Clerk is a second level supervisor responsible for managing the activities of a large, varied and complex payroll/personnel division by supervising, maintaining, and controlling records and developing procedures. You will help to lead the Payroll Department in transformational work to deliver on the promises outlined in our long-term, city-wide North Star, Vision, Values and Guardrails. Qualifications of the Ideal Candidate Deep knowledge of gross-to-net calculations, advanced Excel functions (pivot tables, VLOOKUPs) for reporting and data analysis, managing large-scale data, Memorandum of Understanding (MOUs) and garnishments Possess a strong attention to detail and ability to identify audit issues and manage compliance processes. Knowledge of complex payroll and personnel system operations; and applicable laws, ordinances, policies, rules, and regulations in California public schools and/ or urban public schools A proven record of effectively planning, organizing and using resources to take action Success leading effective teams and individuals, with a strong record of leading organizational change Well-developed cultural humility, awareness of their own identity, and understanding of internalized, interpersonal, and systemic racism and other forms of oppression Excellent written and verbal communication skills, including ability to convey complex information to a variety of audiences (e.g., large groups, staff meetings, executive briefings, public board meetings, memos) Strong analytics and quantitative skills Responsibilities According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list. LIST JOB DUTIES BELOW Manages and directs assigned staff performing complex payroll/personnel duties using computerized systems, including the maintenance and control of complicated payroll/personnel records. Supervises staff, and assigns and evaluates work performed in areas such as time reporting, payroll and personnel processing, human resources functions, and position control systems. Interpret and implement applicable laws, ordinances, regulations, policies, and procedures to ensure accurate and timely payroll and personnel processing. Develop, update, and document payroll and personnel procedures; implement new policies; maintain expenditure records; prepare budgetary and statistical reports. Provide responsive customer service to employees and members of the public regarding payroll and personnel matters. Determine and verify proper salary payments in compliance with government codes, charter provisions, and union contracts; maintain accounting controls to support audit requirements. Reconcile and maintain position control systems; review and approve personnel status changes including new hires, transfers, leaves, and separations. Prepare payroll and personnel reports, memoranda, and written responses to inquiries; address complex salary and payroll issues via correspondence and phone. Confers with other departmental personnel and representatives of other agencies/organizations in connection with the various laws, codes, rules, and regulations applicable to particular departmental payroll/personnel operations. Minimum Qualifications Experience: Five (5) years of progressively responsible clerical and office experience in the preparation and maintenance of detailed and complex payroll and personnel records and reports, including at least two (2) years of responsible supervisory experience. Substitution: Completion of thirty (30) semester / forty-five (45) quarter units of coursework, with a minimum of twelve (12) semester/eighteen (18) quarter units of coursework in business administration, accounting, mathematics, human resources, or a closely related field may substitute for one (1) year of the required non-supervisory experience. Possession of a Certified Payroll Professional (CPP) Certificate issued by the American Payroll Association may substitute for one (1) year of the required non-supervisory experience.
