Job Description Join our dynamic team at Oracle as the PMO Leader, where your expertise will provide vital governance and oversight within a Developer-led program and General Contractor (GC) delivery framework. In this pivotal role, you will take ownership of the PMO structure, ensuring schedule alignment and managing risk and change governance tailored to Oracle's needs. Your mission will be to integrate Oracle-specific standards, security protocols, onboarding processes, and acceptance criteria seamlessly into Developer and GC plans. As a trusted project advisor, you will provide insight into project status and decisions, challenge assumptions when necessary, and drive timely resolutions. Collaborate closely with Developer and GC teams to uphold scope discipline while ensuring reliability and security throughout the design, procurement, construction, commissioning, and turnover phases. Responsibilities Establish and lead PMO governance and operational cadence. Run the operating rhythm, including weekly tactical meetings, bi-weekly risk sessions, monthly executive steering, and change control board (CCB) meetings. Maintain comprehensive PMO documentation such as charters, RACI matrices, decision logs, and action trackers to enforce a single source of truth. Own the Integrated Master Schedule (IMS) for Oracle’s scope, coordinating with GC schedules to ensure alignment on all milestones and commissioning activities. Facilitate proactive planning and float management while escalating critical path threats along with recovery strategies. Keep a joint risk/issue register, assess impacts, and track mitigation efforts diligently. Lead reviews for top risks and ensure effective responses are assigned and actionable. Chair or co-chair CCB meetings for Oracle-impacted changes, ensuring that change requests come with thorough assessments. Prevent scope creep by enforcing adherence to standards and acceptance criteria. Collaborate with Cost Managers and sourcing teams to ensure consistency between commitments, cash flow, and earned value against the schedule. Report and analyze progress through weekly dashboards and monthly executive reports, focusing on key performance indicators like safety, schedule, cost, and quality. Ensure effective collaboration across stakeholders including Oracle Technical Authority, QA/QC, and external partners. Plan and track quality, commissioning, and turnover activities thoroughly. Coordinate InfoSec requirements for vendors, ensuring compliance with audit-ready documentation. Qualifications: Minimum qualifications: Bachelor's degree in engineering, construction management, or related field, or equivalent experience. 6-10 years of program/project management experience in mission-critical construction environments. Proven success in leading PMO strategies and managing risk/change controls. Proficiency with scheduling and control tools (e.g., Primavera P6, MS Project, Excel, Power BI). Strong knowledge of RFI, submittal, and change order processes. Exceptional communication and conflict resolution skills. Preferred qualifications: Certifications such as PMP or PgMP, with experience in large multi-phase projects. Familiarity with data center systems and integration to DCIM/BMS. Experience in earned value management and exposure to design-build contracts. Success metrics: Achieve critical milestones on or ahead of schedule. Maintain a downward trend in risk exposure while executing mitigations as planned. Process change requests effectively with clear impact statements.
