Job Summary The Finance & Asset Management Department provides support services across 12+ City facilities, including City Hall, Bellevue Service Center, and ten Fire Stations, encompassing more than 725,000 square feet of workspace. This limited-term Security Program Administrator position oversees and administers the security program across multiple municipal government facilities within the Client Services section. Responsibilities include program development and improvement, physical security and risk evaluation, policy and procedure development, project and contract administration, incident response, with a focus on stakeholder engagement and coordination. The position works a combination of day and swing shifts, Monday through Friday, with occasional weekend support as needed. This is a limited-term positionEssential Duties and Responsibilities Program Administration Monitor and evaluate security program performance; analyze data and recommend improvements to policies, procedures, and strategy to ensure standards and goals are achieved. Serve as a resource for security-related questions and issue resolution; provide guidance, troubleshoot concerns, and coordinate with stakeholders to facilitate timely resolution. Ensure compliance with applicable federal, state, and City laws, regulations, and policies; investigate complaints, interpret policies, and recommend updates to maintain program effectiveness. Lead or coordinate assigned projects, including defining scope, identifying resource needs, developing action plans, and tracking progress. Projects may be managed independently or in collaboration with cross-functional teams. Make decisions consistent with security best practices, Department policies, the City's code of conduct, and program objectives. Security Planning and Execution Develop, implement, and maintain security policies and procedures related to access control, video monitoring, incident response, and facility code of conduct. Conduct physical security and risk assessments of facilities; document findings and recommend mitigation strategies. Coordinate with the City's Threat Assessment Team as appropriate. Maintain a system for documenting and tracking reported security issues and incidents. Coordinate planning and execution of security enhancements (e.g., cameras, access control systems), including project logistics and stakeholder communication. Provide on-site evening meeting support at Bellevue City Hall to ensure security protocols are followed, meetings remain safe and disruption-free, and attendees feel welcomed and secure. Apply de-escalation techniques and maintain composure when addressing tense or sensitive situations. Deliver security awareness training to staff and building occupants through in-person and online formats. Maintain security standard operating procedures and related communication platforms (e.g., SharePoint); provide regular updates to stakeholders. Contract Administration Develop and administer purchase and service contracts to support security program objectives. Collaborate with the City Attorney's Office and stakeholders to protect the City's interests. Monitor vendor performance to ensure contract compliance, quality service delivery, timely payment processing, and resolution of issues. Supervision Received and Exercised Works under the general supervision of the Client Services Section Manager. May recruit, train, direct, and monitor the work of volunteers, staff, and contractors. Exercises influence and coordination across departments without formal supervisory authority. Qualifications Knowledge, Skills, Abilities, and Competencies Knowledge of security program administration, risk management principles, and physical security best practices. Project management skills, including planning, scheduling, budgeting, problem-solving, and contract administration. Strong analytical and decision-making skills to assess risks, investigate incidents, and resolve complex issues. Ability to interpret and apply federal, state, and local laws, regulations, and departmental policies. Excellent written and verbal communication skills, including the ability to prepare professional reports and deliver clear presentations. Strong interpersonal skills with the ability to collaborate and influence diverse stakeholders. Ability to manage multiple priorities, work effectively in ambiguous situations, and meet deadlines. Strong organizational skills and attention to detail. Proficiency in Microsoft Office applications (Word, Excel, Outlook, Teams, PowerPoint) and enterprise systems. Education and Experience Bachelor's degree from an accredited four-year college or university. Five or more years of professional experience in security program administration or a related field. Experience in a large, multi-facility or complex organizational environment preferred. Experience in frontline service delivery environments preferred. Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities. FLEXIBLE/HYBRID WORKING A hybrid work schedule is available for this position after an orientation period. Remote work for this position is subject to the department's operational needs and will be discussed with candidates during the selection process. Full-time remote work is not an available option. Once hired, employees must reside in the State of Washington and within reasonable commuting distance to Bellevue City Hall. Limited Term Employee (LTE): A fully benefited employee appointed to serve in a position scheduled to work a minimum of 30 hours a week for a specific project with a specific ending date which is anticipated to last more than five months but in no event longer than five consecutive years (60 months).
