Job Description Lead Network Development Engineer MUST BE A US CITIZEN Join Oracle Health's Infrastructure Engineering Services (IES) team as a Lead Network Development Engineer focused on Operations and Incident Response. In this vital operational role, you will play a crucial part in ensuring the stability, security, and rapid response of the network infrastructure that supports Oracle Health's commercial and U.S. government customers. Utilize your advanced troubleshooting skills, automation expertise using Python and Ansible, along with comprehensive knowledge of hybrid cloud environments—especially OCI and AWS—to maintain secure, resilient, and compliant healthcare services. Key Responsibilities Act as the primary incident responder for network events, guaranteeing immediate detection, investigation, and resolution of issues affecting critical platforms. Proactively monitor and maintain network infrastructure across hybrid and cloud environments, addressing performance, availability, and security concerns. Participate in an on-call rotation to provide rapid response to urgent operational network incidents. Utilize advanced troubleshooting tools such as Wireshark, tcpdump, and traceroute for effective root cause analysis and resolution. Automate operational processes and incident response tasks with Python and Ansible. Optimize hybrid and cloud network deployments with hands-on experience in Oracle Cloud Infrastructure (OCI) and AWS. Ensure all operational activities comply with FedRAMP, HIPAA, and other regulatory requirements, supporting compliance and audit readiness. Prepare and maintain detailed incident records, technical documentation, post-mortem analyses, and operational runbooks. Work collaboratively with cross-functional teams in operations, security, product, and support to tackle complex technical challenges and drive continuous improvement. Maintain clear communication during incidents and share technical knowledge and best practices within the team. Technical Requirements Extensive experience with enterprise networking protocols such as BGP, OSPF, TCP/IP, VLANs, VPNs, DHCP, and DNS. Hands-on expertise in configuring and troubleshooting network devices including routers, switches, firewalls, and load balancers from top vendors like Cisco, Juniper, Arista, Palo Alto, and F5. Demonstrated experience in incident response, network diagnostics, and root cause analysis within large-scale or regulated environments. Advanced automation skills using Python and Ansible specifically for network operations and incident management. In-depth knowledge of Oracle Cloud Infrastructure (OCI) and AWS networking and operational best practices. Solid understanding of network security principles, vulnerability management, and compliance requirements including FedRAMP and HIPAA. Strong documentation skills for incident records, technical diagrams, runbooks, and operational best practices. Effective verbal and written communication skills with the ability to engage directly with customers in high-stakes, public-facing, or regulated environments. Additional Requirements Bachelor's degree in Computer Science, IT, Engineering, or equivalent professional experience. 5-8 years of experience in network operations, incident response, or similar roles. Candidates must be a U.S. Citizen and complete an enhanced background screening to meet federal government requirements. Eligible to work in North America and able to pass all required background and compliance screenings. Willingness to participate in an on-call rotation and occasional travel as needed. Responsibilities Serve as the frontline incident responder for network-related issues across commercial and U.S. government customer environments, ensuring timely detection, thorough investigation, escalation, and resolution. Conduct continuous monitoring and proactive health checks of network infrastructure, including cloud, hybrid, and on-premises components, to identify and rectify emerging issues before they disrupt service. Lead and execute root cause analysis for major incidents; document findings and implement long-term remediation and preventative solutions. Effectively manage restoration of service during outages, including engaging necessary stakeholders, communicating updates, and executing recovery procedures promptly. Coordinate with technical support and engineering teams during high-severity incidents to ensure seamless transitions and escalation management. Maintain on-call availability as scheduled to provide expert operational support during all required hours. Automate repetitive network administration, monitoring, and incident response tasks with Python and Ansible to enhance operational efficiency and reduce error rates. Deploy, configure, and manage network devices from major vendors including Cisco, Juniper, Arista, Palo Alto, and F5. Oversee and support network operations within public and private cloud environments, particularly Oracle Cloud Infrastructure (OCI) and AWS. Monitor network performance and availability using advanced tools; utilize diagnostics such as Wireshark, tcpdump, NetFlow, and cloud-native monitoring platforms. Respond to and mitigate security incidents involving network infrastructure, collaborating closely with the security team for effective containment and remediation. Ensure all network changes, incident responses, and configurations adhere to regulatory frameworks, including FedRAMP and HIPAA; assist with audits as needed. Maintain, organize, and update thorough technical documentation, including network diagrams, incident records, and operational runbooks. Participate in post-incident reviews, contributing lessons learned to refine playbooks and enhance system resilience. Lead or participate in change management procedures, including risk assessments and stakeholder communication. Identify opportunities for network architecture, process, or tooling improvements; propose and help implement enhancements to drive reliability and maintainability. Conduct technical training, mentoring, and knowledge-sharing sessions to promote operational excellence and share best practices. Engage directly with internal and external customers during incident response, troubleshooting, and solution delivery, maintaining professionalism in high-stakes situations. Collaborate with cross-functional teams to support new solutions, service rollouts, urgent needs, and long-term operational strategy. Participate in disaster recovery testing, failover exercises, and continuity planning for critical network services.
