You will ensure that construction plans submitted by Local Public Agencies (LPAs) for Federal Aid funding conform to Federal and State regulations, design standards and practices, and that only eligible items are designated for Federal Aid funding, and State Aid funding if appropriate. You will also coordinate federal fiscal year end project status for project authorization.This position is located at Central Office in St. Paul and may have the flexibility to telework, work a hybrid schedule, or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office as determined by policy and discussion with their supervisor.Minimum QualificationsNOTE: To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.Licensure as a Professional Civil Engineer with the Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geoscience and Interior Design (AELSLAGID). If obtaining licensure through Comity (reciprocity), a practice pending letter from AELSLAGID must be provided to MnDOT HR prior to starting employment.AND Knowledge and application of civil engineering principles and standards Knowledge of construction plan preparation and interpretation Ability to manage programs and projects Knowledge of environmental requirements, appropriate Federal regulations and AASHTO guidelines Knowledge of financial and cost estimations for bid proposals Preferred Qualifications Experience with federal and/or state solicitation and funding for transportation programs Understanding of State Aid Rules and policies. Knowledge of design criteria and standards. Ability to review technical information and arrive at solutions to problems as they arise. Knowledge and application of business planning principals sufficient to develop and implement plans, programs and goals. Technical writing skills sufficient to communicate highly technical information to a variety of audiences. The ability to manage programs, projects, and multiple assignments with respect to deadlines. Ability to ensure compliance while maintaining flexibility in engineering judgment.
