The Air Force Civilian Service (AFCS) is looking for a full-time Information Technology (IT) Specialist (APPLICATION/SOFTWARE), GS-2210-13 to serve as a Senior Salesforce Application Developer at Headquarters Air Force (HAF), Directorate of Manpower, Personnel, and Services (A1), Digital Transformation Activity (DTA) at Joint Base (JB) San Antonio - Randolph, in Universal City, Texas. Salary Range: $108,001 to 140,403 based on experience. This position has the authority to set Advance In-Hire Rates for Cyber Workforce Positions for those who qualify. We are seeking a highly skilled Senior Salesforce Application Developer to join our team and play a pivotal role in designing, maintaining, and enhancing applications for the United States Air Force (USAF) A1 Human Resource (HR) systems. As a Senior Application Developer, you will work closely with Enterprise Architects, platform support teams, and key stakeholders to meet the technical demands of the organization while optimizing HR business systems. You will be responsible for analyzing complex user requirements, developing new applications, providing innovative solutions to optimize HR processes, and ensuring continuous system improvements. Your work will support mission-critical applications for a variety of organizations within the Air Force and Department of War (DoW). You must be a United States Citizen by birth or naturalization to apply for this role. Key Responsibilities Application Design & Development: Analyze user requirements and develop applications to support a variety of HR functions, including system optimization and data management. Design, customize, and enhance CRM and Human Capital Management (HCM) applications to streamline HR processes. Agile Methodologies: Use Agile methodologies to translate technical specifications into integrated applications that automate business processes, reduce costs, and improve quality. Apply modern Agile practices to ensure software development follows industry best practices. System Analysis: Evaluate current HR business systems to determine which should be continued, enhanced, or replaced with more advanced designs. Use performance data to identify trends and prevent potential failures. Technical Leadership: Serve as the Senior Subject Matter Expert (SME), guiding junior developers, designers, and testers. Lead cross-functional development teams to ensure smooth delivery of software enhancements and new applications. Consulting & Advising: Work closely with platform developers and senior management to provide advice on system integration, architecture assessments, and enterprise-level solutions. Collaboration & Communication: Collaborate with cross-functional teams, including data engineers, project managers, and system architects, to ensure alignment with technical and functional requirements. Testing & Documentation: Develop testing routines and test plans as part of the DevSecOps cycle, ensuring robust quality assurance prior to software delivery. Document application designs, code changes, and testing processes. Cybersecurity & System Integration: Implement cybersecurity testing procedures and ensure all applications meet required security standards. Contribute to the integration of systems across the DoD and Air Force platforms. Qualifications/Requirements: Must be a U.S. Citizen Must be able to obtain and maintain a Secret clearance Knowledge of wide range of software development principles, concepts, and methods as well as techniques, processes, developing, delivering, managing, and maintaining HR information systems when the paramount knowledge requirement is human resources management. Knowledge of Air Force-level program goals and objectives, organizational structures and the relationship of various DoW and Air Force entities involved in overall policy and planning, sequence, and timing of key operational events; milestones; execution of military operations and evaluations; the PPBS support process: and methods of evaluating the effectiveness of planning actions related to actual events to provide Air Staff-level staff guidance and or conduct studies. Knowledge of program management principles, methods, and practices including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and lead staff of a small to medium sized organization. Cyberspace Qualification is a condition of employment. This position includes Cyberspace work as a paramount duty requirement. Per Department of Defense Manual (DoDM) 8140.03, para 4.2.a.(2)., requires foundational qualification requirements within 9 months of assignment to a cyberspace work role and resident qualification requirements within 12 months of assignment to a cyberspace work role. A waiver of these requirements may be granted per DoDM 8140.03. Failure to achieve and maintain the proper Cyberspace Qualification may result in removal from this position. PREFERRED CERTIFICATIONS: Salesforce Experience: Strong background in Salesforce application development, including hands-on experience with Apex, Visualforce, and Lightning Web Components (LWC). Salesforce Certifications: Active Salesforce Developer Certification (Platform Developer I or II) or other relevant Salesforce certifications. Experience with Salesforce Lightning design and customization, including Salesforce Lightning Experience and Salesforce Lightning Components. Familiarity with Salesforce integration tools and techniques, such as REST APIs, SOAP APIs, Data Loader, and Mulesoft. Experience in designing and implementing custom objects, fields, validation rules, workflows, and approval processes in Salesforce. Understanding of Salesforce data models and experience with Salesforce reporting and dashboards. Familiarity with Salesforce Einstein (AI-powered features) and Salesforce AppExchange apps to enhance functionality.
