Fiscal Officer II The Fiscal Officer II is responsible for providing administrative support to the Fiscal Officer III related to managing and administering the financial operations of the department. In conjunction with the Fiscal Officer III, the Fiscal Officer II assists with the management and administration of a comprehensive multi-revenue source annual budget to achieve the financial/programmatic goals and objectives of the department. This position supports the Fiscal Officer III in the performance of financial managerial duties to ensure fiscal conformance with established generally accepted accounting principles, utilization of standard cost accounting principles and practices, and standardized compliance activities related to compliance with local, state, and federal regulations applicable for the utilization of departmental funds. A person in this position is expected to demonstrate the system of care practice model, which maximizes all resources around an individual or family. This system of care includes child and adult serving agencies and community partners that join with an individual or family to meet their goals. Essential duties include: Support the Fiscal Officer III with on-going monitoring of departmental revenues and expenditure obligations. Assist with contractor audit reviews and departmental audits. Assist with the management of the financial reporting system using sophisticated electronic tools. Support the Fiscal Officer III with oversight tasks associated with day-to-day fiscal transactions, account reconciliations, approval of adjustment transaction, and preparation of financial summary reports. Assist with the completion of tasks associated with the financial analysis, interpretation, and documentation of revenue and expenditures. Complete tasks utilizing cost accounting principles and practices. Employ generally accepted accounting practices to assist Fiscal Officer III in meeting county, state, and federal audit examination requirements for the department and subcontractors by examining invoices submitted and reimbursable payables. Assist with tasks related to compilation of source documents required for county single audit completion and performs review of subcontractor audits to assure fiscal controls are maintained and compliance with the local, state, and federal requirements are met for use of departmental funds. Assist Fiscal Officer III with tasks associated with the preparation of reports, documents, budgets, and contracts used for departmental operations. Performs related work as required and/or assigned. Qualifications/Preferred Skills, Knowledge & Experience: Minimum Requirements: Two years as a Fiscal Technician and six college credits in accounting, or one year of accounting and/or budgetary experience and a business-related Bachelor's degree from an accredited college or university that includes six college credits in accounting; or three years of accounting and/or budgetary experience and a business-related Associate's degree from an accredited college or university that includes six college credits in accounting; or five years of bookkeeping experience and six college credits in accounting; or any equivalent combination of experience and training that includes or is supplemented by six college credits in accounting. Strong working knowledge of budgets, spreadsheets and interpreting audits. Working knowledge of state regulations. Working knowledge of contract management. Working knowledge of accounting/budgeting principles. Excellent verbal and written communication skills. Flexible with strong time management and organizational skills. Strong interpersonal, customer service, and negotiation skills. Accurate and detail-oriented with an ability to monitor contracts Ability to interface effectively with all levels of county management. Ability to work independently and proceed with objectives. Ability to organize, monitor and analyze financial data using various accounting systems and records. Ability to organize and complete various fiscal summary reports. Professionalism and the ability to handle confidential matters. Ability to handle and resolve recurring problems. Ability to establish priorities (remain focused on daily operations). Preferred Skills, Knowledge & Experience: Master's degree in accounting, finance or other job-related degree. Three years of experience in fiscal planning (budgeting and procurement) and/or accounting. Three years of experience in managing contracts. Three years of auditing experience. General knowledge and understanding of County of Chester policies and procedures Relevant background checks, clearances, physicals, drug tests, and any other assessments or evaluations will be conducted after an offer of employment is given per County policy. Computer Skills: To perform this job successfully, an individual should have: Intermediate Microsoft Office skills, including Word, Excel, and PowerPoint. Basic to Intermediate Outlook skills (Email and Calendar). PeopleSoft skills or the ability to learn PeopleSoft. Physical Demands: While performing the duties of this position, the employee is frequently required to sit and talk or hear. Occasionally, the employee will need to stand, walk, lift or carry items, and travel to other locations. On rare occasions, the employee will need to reach above shoulders; bend, twist or rotate at the waist; kneel, stoop, crouch or squat; taste or smell; or climb stairs. There are no special vision requirements listed for this position. Work Environment: The noise level in the work environment is usually quiet.
