Journeyman Contract Specialist

Journeyman FOIA Contractor Role is contingent on contract award and part of a pre-award staffing effort. Position Overview The Journeyman FOIA Contractor performs mid-level FOIA processing with minimal supervision. Reviews and interprets FOIA requests, conducts or validates searches, applies exemptions, prepares releasable records, and ensures responses meet statutory and VA requirements. Provides technical accuracy, consistency, and support to junior staff while contributing to workflow management and quality FOIA production. Required Expertise Meets or exceeds all Junior FOIA Contractor KSAs. Minimum of two years of FOIA request processing within the last 36 months. Comprehensive knowledge of FOIA exemptions, request types, timelines, and fee categories. Ability to analyze and interpret FOIA requests and determine tasking and search requirements. Skilled in conducting or validating searches for responsive records. Proficient in applying redaction software accurately and documenting exemption decisions. Strong written communication skills for drafting responses and summaries. Minimum Education Associate degree. Degree Fields / Certifications FOIA-related training preferred. Minimum Experience Two years FOIA request processing within the last 36 months. Substitutions Additional FOIA experience may substitute for formal FOIA training or degree requirements.
