Human Resources Generalist Senior Substitute The Coast Community College District department is looking for temporary substitute support for Human Resources Generalist Senior position to provide support to Coastline College. The Substitute- Human Resources Generalist Senior coordinates and performs a variety of professional level administrative, technical, analytical, and consultative human resources functions in assigned areas. Typical areas for this substitute assignment may include but is not limited to employee recruitment, equal employment opportunity, and employee onboarding and offboarding. This role focuses on working with hiring committees and supporting EEO trainings. The role requires attention to detail to ensure that established administrative procedures are adhered to as well as working with hiring managers to efficiently recruit and hire new employees. Under general supervisor, substitute employees perform a variety of work in support of a college or district program or office. Non-academic, non-classified substitute employees are appointed temporarily when recruiting to fill a permanent position or to replace classified employees who are temporarily absent from duty. This category of employment is temporary, is not a part of the classified service, and is on an "as needed" basis, subject to termination at-will without cause and without notice by either the District or the employee. Additionally, when filling a vacancy, substitute employees may not work more than the period of time set forth in the applicable collective bargaining agreement. Human Resources Generalist Senior Substitute Coordinates and facilitates full-cycle recruitment programs and provides guidance and oversight to applicant, interview, and selection processes and committees to ensure equity, inclusion, access, and equal employment opportunity in accordance with District policies and procedures and Federal and state laws. Works with hiring managers in coordination the Manager, Recruitment, Compensation and Classification Services to refine job announcements for postings and update job specifications, and initiates online search processes, including marketing and targeted outreach to attract qualified, diverse candidates. Analyzes applicant screening results, provides guidance and intervention to ensure EEO compliance, and makes corrective recommendations. Refers complex or sensitive outcomes to the Director. Oversees and participates in setup of computerized employee files that include determination of pay and benefit levels. Transmits information to payroll for processing or benefits administrators. Submits Electronic Personnel Action Form (EPAF). Minimum Qualifications Education and Experience Human Resources Generalist Senior Substitute The position typically requires a Bachelor's degree in business, human resources, or related discipline and five years of experience in a human resources function. Or, any combination of education and experience which would provide the required equivalent qualifications for the position. Conditions of Employment This category of employment is temporary, is not a part of the classified service, and is on an "as needed" basis, subject to termination at-will without cause and without notice by either the District or the employee. Additionally, when filling a vacancy, substitute employees may not work more than the period of time set forth in the applicable collective bargaining agreement. Employment is contingent upon verification of employment history, background verification as governed under Education Code requirements, eligibility to work in the United States, and approval by the CCCD Board of Trustees or Chancellor. Short term/temporary assignments do not offer fringe benefits or pay for holidays or time not worked. Job offers are conditional and are contingent upon the successful completion of satisfactory comprehensive background check (including Livescan fingerprinting) and satisfactory references, and approval or ratification by the District's Board of Trustees or the Chancellor. The hours of work and effective date of employment will be arranged with the supervisor. These are typically onsite. Typical hours are 8 am 5 pm Monday through Friday. These assignments are anticipated to begin in March. Regular attendance is considered an essential job function; the inability to meet attendance requirements may preclude the employee from retaining employment. The person holding this position is considered a mandated reporter under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in Coast Community College District policies, procedures, and Title IX.
